We have the appetite, influence, expertise, and resource to drive positive market change, and our mission is to ensure more homes are built in areas of greatest need, improve affordability and create a sustainable housing market.
Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
Role Purpose
Homes England (HE) is seeking a Digital Product Manager to lead the strategic direction, delivery, and continuous improvement of business-critical digital products and services. Working as part of a multidisciplinary Agile delivery team, you will be responsible for ensuring products meet user needs, deliver business value, and remain effective throughout their lifecycle.
You will work closely with business stakeholders, delivery teams, user researchers, architects, developers, and operational support teams to understand organisational challenges, define product strategies, and prioritise solutions that improve services for both internal and external users. The role will involve balancing user needs, business objectives, technical constraints, operational requirements, and long-term product sustainability.
The successful candidate will play a key role in supporting Homes England's ambition to deliver digitally enabled services that are simpler, more efficient, and user-centred, while helping to modernise legacy technology estates and drive continuous service improvement.
As a Digital Product Manager, your main responsibilities will be:
- Own and manage digital products throughout their lifecycle, ensuring they continue to meet user needs, business objectives, and operational requirements.
- Develop and maintain product strategies, roadmaps, and prioritised backlogs aligned to organisational goals and user-centred outcomes.
- Work collaboratively with business stakeholders, delivery teams, user researchers, and technical specialists to define problems and deliver effective digital solutions.
- Use user research, data, analytics, and stakeholder insight to inform product decisions, prioritisation, and continuous service improvement.
- Manage risks, dependencies, technical constraints, and technical debt to ensure products remain stable, secure, and fit for purpose.
- Build and maintain strong relationships across Homes England, Digital, Data & Technology teams, and external partners to drive successful delivery and change.
Essential:
- Proven experience managing digital products through the full product lifecycle within Agile, multidisciplinary delivery environments.
- Strong stakeholder management and influencing skills, with the ability to build relationships across technical and non-technical audiences and balance competing priorities.
- Demonstrable experience delivering user-centred digital services, using user research, data, and evidence to inform product decisions and prioritisation.
- Experience developing product strategies, roadmaps, and business cases while managing risks, dependencies, and operational considerations within live service environments.
Desirable:
- Experience working within UK Government, Public Sector, or GDS-aligned environments, with knowledge of Government Digital standards and service delivery principles.
- Experience supporting digital transformation programmes, including the migration of legacy systems to modern technologies.
- Knowledge of legacy platforms such as Oracle Forms, Gupta, or similar enterprise technologies and the associated modernisation challenges.
- Awareness of emerging digital technologies and how they can be applied to improve public sector services and user outcomes.
