Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. IO has been recognized domestically and internationally for the way it does business and the success it has had with its major projects, real estate services, infrastructure lending, commercial projects, and development mandate. IO delivers some of the most complex, ambitious commercial and land development solutions for the Province and continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of creating a connected, modern and competitive Ontario.

Position Purpose:

Infrastructure Ontario (IO) is seeking a Project Manager, Capital Delivery to oversee the planning, procurement, implementation, and close-out of large and complex public infrastructure projects.

Reporting to senior leadership within Capital Delivery, the Project Manager will be responsible for managing project scope, schedule, budget, risks, and key partner relationships throughout the project lifecycle. This role plays a critical part in ensuring projects are delivered successfully while supporting informed decision-making, effective governance, and strong commercial outcomes.

We are currently looking for Project Managers to support our various major projects within Capital Delivery in the following areas:

  • Social Infrastructure (Health-Hospitals, Broader Healthcare Sector, Public Works, Government Services)
  • Transportation (LRT, Rail Delivery, Roads)

What You Will Do:

  • Manage one or more major infrastructure projects through planning, procurement, implementation, and close-out phases.
  • Serve as a primary point of contact for clients, consultants, contractors, and key partners throughout the project lifecycle.
  • Develop and maintain project plans, schedules, budgets, risk registers, and reporting tools to support successful delivery.
  • Coordinate multidisciplinary teams and advisory consultants to advance project objectives and key milestones.
  • Prepare project updates and briefing materials for internal committees and senior leadership.
  • Identify project risks and develop practical mitigation strategies to support informed decision-making.
  • Support project governance activities and secure required approvals throughout project development and delivery.
  • Manage procurement activities, including RFQ and RFP processes, advisor engagements, evaluations, negotiations, and contract execution.
  • Review project documentation, technical submissions, commercial agreements, and consultant deliverables.
  • Monitor construction and implementation activities through project meetings, reporting, audits, and site visits as required.
  • Manage project agreement obligations, change requests, claims, disputes, and other contractual matters.
  • Facilitate project close-out activities, including documentation, approvals, warranty management, and transition to clients.
  • Contribute to continuous improvement initiatives, lessons learned, and the enhancement of project delivery practices across the organization.
  • Provide guidance and mentorship to Project Coordinators and Senior Project Coordinators.

You are a collaborative project professional who enjoys working on complex infrastructure initiatives and navigating competing priorities in a fast-paced environment.

We are interested in candidates who bring:

  • Several years of experience managing complex capital, infrastructure, construction, engineering, development, or public sector projects.
  • Experience with project management, contract administration, procurement, and project delivery.
  • Experience coordinating large, multidisciplinary projects involving multiple partners and consultants.
  • Knowledge of public infrastructure delivery models, including Public-Private Partnerships (P3) and other alternative procurement approaches.
  • Experience managing project schedules, budgets, risks, and reporting requirements.
  • Strong understanding of commercial, contractual, financial, and governance processes.
  • Ability to review and interpret technical, legal, financial, and construction-related documentation.
  • Exceptional organizational skills and the ability to manage multiple priorities simultaneously.
  • Strong communication, presentation, relationship management, and negotiation skills.
  • Ability to identify issues, evaluate options, and develop practical solutions.
  • Knowledge of government approval processes and public sector project environments is considered an asset.
  • Professional learning and credentials related to project management, engineering, architecture, construction management, contract administration, or related disciplines.
  • Certifications such as PMP, P.Eng., OAA, or other relevant professional designations are considered assets.

We offer a competitive hiring range of $110,900 to $143,600 with a corresponding Job Level of PM3. Pay will align with skills, knowledge and experience of the candidate.
