What You'll Do:
The IT Cybersecurity Manager leads the City's security operations and cyber defense program, including threat detection, incident response, vulnerability remediation, governance, and secure operating standards for enterprise systems.
This position manages cybersecurity operations personnel and vendors, while partnering with IT teams and departments to maintain the confidentiality, integrity, availability, and recoverability of City technology resources.
Work is performed under the general supervision of the IT Services Assistant Director.
Essential Tasks & Responsibilities:
Leads cybersecurity monitoring and response activities, including triage, containment, eradication, recovery, lessons learned, and cross-team escalation management.
Oversees vulnerability scanning, risk prioritization, patch coordination, remediation validation, and security exception tracking.
Develops and maintains incident response runbooks, communication procedures, evidence-handling practices, and recovery coordination steps.
Coordinates security logging, endpoint protection, identity-related controls, and operational documentation needed to support detection and response capabilities.
Manages cybersecurity awareness activities, vendor coordination, and operational reporting for ongoing security program performance.
Defines operational cybersecurity standards, service-level expectations, and performance metrics for leadership review.
Builds annual security operations plans, including staffing, training, tools, third-party support, and budget recommendations.
Partners with IT infrastructure, support, and application teams to embed security-by-design, resilience, and change-management practices.
Supports audit readiness, compliance remediation, and long-range planning for disaster recovery and business continuity capabilities.
Qualifications:
Required
Formal Education
Completion of a bachelor's degree program at an accredited college or university in cybersecurity, computer information systems, or related field.
Professional Experience
Five (5) years of progressively responsible IT/security experience with direct involvement in security operations, incident response, vulnerability management, or security program administration.
Valid North Carolina Driver's License.
Preferred
Familiarity with HIPAA/HITECH, CJIS, and PCI.
Professional certifications such as CISSP, CISM, GCIH, Security+, CEH, or equivalent.
Experience with SIEM, EDR, vulnerability-management, cloud-security, or identity-governance platforms.
Experience managing vendor relationships, security tooling lifecycles, and leadership reporting on cyber risk and operational metrics.
