Job Title: Project Manager – Facilities Maintenance / Base Operations Support

Work Location: Naval Air Weapons Station China Lake, CA

Pay Rate: $150,000 – $175,000

About the Role

The primary purpose of this position is to provide comprehensive leadership and oversight of the contract throughout its full life cycle, with overall responsibility for the successful execution and management of the facilities maintenance services contract.

What You'll Be Doing

  • Provide cradle-to-grave oversight, direction, and management of the contract, ensuring all work performed under the Performance Work Statement (PWS) meets contractual requirements and performance standards.
  • Ensure contract performance complies with company policies, government regulations, applicable statutes, and contractual requirements while promoting quality, innovation, and a strong safety culture.
  • Establish performance goals, priorities, and deadlines that align with company objectives, customer requirements, mission, and vision.
  • Conduct program status reviews, internal staff meetings, customer meetings, business development activities, and other required business functions.
  • Provide oversight of contract modifications, negotiations, and other contractual actions.
  • Maintain full accountability for the contract's Profit and Loss (P&L), including budgeting, forecasting, cost control, revenue tracking, and overall financial performance.
  • Develop and implement program assessment processes to evaluate performance, identify opportunities for improvement, and drive operational efficiencies.
  • Oversee financial activities and profitability, implementing effective cost and loss-control measures to maximize productivity and contract performance.
  • Work closely with collective bargaining representatives and union members, including supporting the negotiation and administration of the Collective Bargaining Agreement (CBA).
  • Partner with supervisors and technical personnel to understand customer requirements and ensure projects and work activities are properly initiated, executed, and completed.
  • Provide leadership and supervision of personnel responsible for supporting contract operations and achieving performance objectives.
  • Oversee daily operations, ensure timely completion of tasks, and maintain accountability for overall contract performance.
  • Adhere to all company policies, procedures, safety requirements, and applicable regulations.

What We're Looking For

  • Minimum of five (5) years of relevant experience managing multi-functional facilities maintenance operations supporting federal or military installations, preferably under a Base Operations Support (BOS) contract.
  • Proven experience managing the full contract life cycle, including contract startup, transition, execution, performance management, modifications, and closeout.
  • Demonstrated experience leading large, multidisciplinary workforces, including supervisors, technical personnel, subcontractors, and administrative staff.
  • Proven responsibility for contract financial management, including P&L, budgeting, forecasting, cost control, labor management, and revenue performance.
  • Strong knowledge of Department of Defense (DoD) and federal regulations, government contracting principles, and contract compliance requirements.
  • Bachelor's degree in engineering, facilities management, business management, or a related field preferred.
  • Proficiency with Microsoft Office Suite, including Word, Excel, and Outlook. Experience with computerized maintenance management or work order systems, such as Maximo, preferred.
  • Strong written, verbal, interpersonal, and organizational communication skills.
  • Ability to satisfactorily obtain and maintain a government security clearance, if required by the contract.
  • Ability to obtain and maintain authorization to access the applicable government worksite.
  • Must possess and maintain a valid state-issued driver's license and a safe driving record in accordance with company policy, with the ability to operate company vehicles or equipment as required.

Physical Demands & Work Environment

  • Ability to sit or stand for extended periods while working at a computer or desk.
  • Frequent use of hands for typing, data entry, and handling documents and paperwork.
  • Ability to work on-call, alternate, extended, weekend, and holiday shifts as necessary to meet mission and contract requirements.

US Pay Range

$140,000—$180,000 USD
