The Project Manager (PM) provides overall leadership and management of CMS supporting post-Hurricane Lowell facility damage assessment, stabilization, repair, and recovery operations across Kauaʻi. The PM serves as the primary CMS interface with the Government and ensures work is executed safely, efficiently, within scope, and in accordance with contract requirements and Government priorities.

Key Responsibilities
- Lead overall CMS contract execution, recovery planning, and project delivery.
- Serve as the primary interface with the Government, COR/KO, and installation leadership.
- Establish priorities and coordinate assessment, stabilization, repair, and restoration activities.
- Direct and integrate Construction Management, Engineering, Safety, Quality, Logistics, Cost, and Scheduling functions.
- Manage multiple concurrent projects and geographically dispersed work locations.
- Monitor scope, schedule, cost, quality, safety, staffing, and resource requirements.
- Coordinate contractor and subcontractor performance and resolve execution issues.
- Provide timely reporting of progress, risks, constraints, changes, and recovery priorities.
- Review and validate repair scopes, estimates, schedules, and technical recommendations.
- Lead project meetings, recovery planning sessions, and Government status reviews.
- Ensure contract deliverables, records, documentation, and reporting requirements are met.
- Identify emerging risks and implement corrective actions before they affect mission or schedule.
- Support transition from emergency recovery activities to permanent repairs and project closeout.
Qualifications
- 10+ years of project/construction management experience, including significant Federal/DoD or facilities experience.
- Demonstrated experience managing multidisciplinary construction or facilities programs.
- Experience managing contractors, subcontractors, schedules, costs, quality, and safety.
- Strong understanding of construction management and Government contract execution.
- Demonstrated ability to lead rapid-response, emergency, or recovery operations.
- Strong communication, leadership, problem-solving, and customer-management skills.
- Bachelor’s degree in Construction Management, Engineering, Architecture, Business, or related field required/preferred based on contract requirements.
- PMP, PE, CCM, or equivalent professional certification preferred.
- Experience supporting NAVFAC, USACE, DoD, or military installations preferred.
- Hurricane/disaster recovery or emergency facilities restoration experience preferred.
