DURATION: 17 August to 31/12/2026 - with possibility of extension

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger. WFP’s HR Technology and Analytics Branch (HRMOI) powers the digital backbone of HR, delivering smart tools, data, and strategy to streamline processes, drive decisions, and elevate experience.

HRMOI leads the development, implementation, and maintenance of the HR technology strategy and roadmap, ensuring streamlined, effective, and compliant HR processes across the organization. It provides data, analytics, and digital tools to employees, managers, executives, HR practitioners, and external partners — supporting evidence-based decision-making, improving productivity, and enhancing employee and customer experience.

The HRMOI Branch consists of six workstreams:

(STREAM 1) Payroll, time & audit systems

(STREAM 2) Talent, learning & recruiting systems

(STREAM 3) People analytics & reporting

(STREAM 4) Organization, positions & security

(STREAM 5) HR capabilities, system adoption & experience

(STREAM 6) HR technology implementations

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the general supervision and guidance of the Team Leader of HR Technology Deployment, the Consultant HR will be responsible for the following key duties:

1. Act Technical lead and managing two developers. Review business priorities and manage team member workload. 2. Work with HR units (especially the Reassignment and Performance team) to support and provide evolutive maintenance of the existing HR business applications. 3. Maintain and improve the data interfaces between the web-based applications and other HR systems including the HR core system (SAP/Workday). 4. Maintain the hosting environment and deployment pipelines used for HR web-based applications. Perform upgrades and migrations when required. 5. Work and partner with TEC on improving HR Systems architecture and proceeding systems decommissioning when required.

6. Lead the migration from Oracle database to Postgres (including data migration activities) in collaboration with TEC. 7. Work collaboratively with the functional team leaders, security lead and HR Business stakeholders to maintain the Workday HCM configuration. Configure new functionalities/modules when it is required. Support the testing and the deployment of new configuration or configuration updates across the various tenants. 8. Act as Workday Studio expert. Develop and maintain a set of integrations (e.g. Boomerang integrations) when required. 9. Provide support to end-users as Case solver for various case types. 10. Provide and maintain the documentation (business process, architectural diagram, product specifications, business requirements, data models…) required for quality insurance and future maintenance of the system. 11. Other tasks as required.

DELIVERABLES AT THE END OF THE CONTRACT:

1. End-users support provided and Workday HCM configuration completed successfully

2. Integrations for Talent up and running

3. Support and evolutive maintenance of HR web-based applications provided with high quality and responsiveness

4. Oracle database replaced by Postgres

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Bachelor’s degree in Computer Science or related field of study.

Experience:

Minimum Six years of progressive professional experience as software developer.

Knowledge & Skills:

Web Application Development Experience in PHP including MVC framework (Laravel, CodeIgniter), AJAX/JavaScript, HTML 5, CSS, XML.

Experience in Java server-side programming.

Experience through the different stages of the Software Development Life Cycle.

Good knowledge of Cloud technologies (such as OpenShift, AWS).

Excellent and demonstrated capability to work collaboratively within a team.

Good knowledge of MySQL and Oracle Databases (Procedures, Data modeling).

Knowledge in configuring Workday HCM configuration and Workday Studio

Experience configuring/administrating application servers such as Apache and Tomcat considered a plus.

Languages:

Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
