Systems Engineering Manager

Purpose and Scope:

Perform functions to plan, manage, control, direct and coordinate the overall activities of Facilities, Systems, Equipment and Utilities (FSEU) Systems Maintenance Engineering (SME) Branch. Provide leadership to a group of senior engineers, engineers, associate engineers, and other personnel who exercise full responsibility for all technical, administrative, and coordination functions related to a specific set of assigned systems and program elements (e.g. Reliability Centered Maintenance, Predictive Testing & Inspection, Work Implementation and Surveillance, System Performance and Metrics, Operability Determination, Configuration Control, Energy Conservation & Management, etc.) to ensure that they meet customer and user expectations in system performance, operability, reliability, quality, and schedule requirements. Ensure environmental compliance with Federal, State, and local regulations (including NASA), programs or contractual requirements as related to the business of the unit or section, working within the limits of established policy, procedures and implementing instructions.

Essential Responsibilities:

1) Provide leadership and management direction to make work assignments for review and approve the work of, and perform personnel management functions for a group/team of senior engineers, and other personnel. Hire, train, instruct and assign, directly or through subordinates, support personnel. Organize and direct work, communicate performance standards and safety regulations, monitor activities, evaluate performance and recommend the need for changes in status. Interpret company policy. Document and recommend the need for changes in status. Interpret company policy. Document and carry out disciplinary procedures in accordance with policy and coach and counsel employees toward improved performance. Ensure personnel are properly assigned to maximize technical quality and productivity of the group.

2) Provide the leadership and coordination for troubleshooting, failure analysis, corrective action(s), and report preparation for accidents or failures. Provide, monitor, and control the performance of corrective actions. Provide technical direction to engineers, technicians inspectors, contractors, and others in the maintenance, repair, remanufacture, troubleshooting, and operation of assigned systems on a continuing or real time basis.

3) Provide leadership, training and coordination to nurture a culture of Reliability Centered Maintenance philosophy which permeates all staffing levels and which enhances the entire maintenance program. Develop successful applications of advanced Predictive Testing and Inspection technologies to realize significant cost savings for planned maintenance activities.

4) Represents FSEU on the ISC Configuration Control Board and Projects related meetings. Review reports and data compiled and presented by staff members. Present to customer and

management at NASA Institutional meetings and Launch Readiness Reviews.

5) Provide technical and administrative direction to technicians, engineers, inspectors, contractors and others in the maintenance, repair, remanufacture, troubleshooting, and operation of all KSC ISC infrastructure utility systems on a continuing or real time basis. Additional responsibilities include oversight and reasonable care for critical systems and hardware.

6) May analyze cost tracking data, trending charts and daily computer generated reports. May monitor progress of division to ensure Division Manager's goals relating to planning, scheduling and work control are being met.

7) May participate actively in reviewing ISC project status, production budget, and facility projects. Status, monitor, report, and control the operational use of assigned systems including compliance with OSHA, EPA, DOT, USAF and NASA regulations.

8) Perform and/or review detailed technical analyses including, for example, chemical process development and modification; cost and option analysis; thermal or electrical load analyses; fluid flow analyses; structural analyses; operational assessment and compliance analysis; functional and compatibility analysis; and others.

9) Ensure that all operations are performed safely. This responsibility is constant and continuous from the conceptual design of systems, through procurement, activation, modification, and daily operations. Safe operations include compliance with applicable regulations and also include knowledgeable, documented, and approved deviations from regulations based on sound technical analysis and judgment.

10) Assign and prepare technical documentation that identifies the need for, cost evaluation of, specifications for, activation of, functional and safety analyses of, maintenance of and operator training for the specific set of assigned equipment or requirements for new equipment assigned to the group.

11) Provide scheduling, status, and coordination functions within EG&G, the Government and other contractors for projects assigned to the group.

12) Responsible for participating in safety and environmental protection programs, and reduction of costs and the energy for operations and maintenance.

Minimum Position Knowledge, Skills, and Abilities Required:

Bachelor degree in a related engineering discipline and twelve (12) years experience in facilities and/or utilities maintenance or MS degree in a related engineering discipline and ten (10) years related experience in facilities and/or utilities maintenance. Equivalent education/experience is applicable. Eight (8) years of progressive management experience. Requires personnel management skills to organize, lead, and motivate a group/team of senior engineers, and others. Also requires a real time command of governmental safety regulations for personnel, hardware, and environmental protection and a firm basic understanding of the technical foundation of the regulations, and multi-disciplined technical capability supporting broad project applications. The capability to communicate technical, related budgetary and planning information, both verbally and in writing. Thorough working knowledge of Computerized Maintenance Management systems (CMMS) is preferred. Must also possess a thorough working knowledge of Reliability Centered Maintenance (RCM) program elements. Position may require travel. Position may require the ability to pass and maintain a Security Clearance.
