Description

DarkStar Intelligence seeks a seasoned Financial Analyst to provide expert financial management support to the PM MAGTF C2 program office across all facets of the Planning, Programming, Budgeting, and Execution (PPBE) process. This position focuses on executing appropriated funding, tracking budget execution against OSD benchmarks, and performing financial, cost, and budget formulation analyses that support Program Objective Memorandum (POM) planning. The selected candidate will generate funding action requests via the DAI iProcurement module, build Excel-based financial models and PowerPoint reports, and maintain spend plans, Program Execution Plans, Obligation Phasing Plans, and the PM checkbook. This role supports the full financial management lifecycle, including audit and RFI reporting, account reconciliation against SABRS, and fiscal-year closeout and startup analysis, leveraging Cerberus, DAI, PIEE, and SharePoint.

Responsibilities

  • Assist in daily/weekly financial execution and provide execution reports with analysis of changes.
  • Generate Funding Action Requests (FARs) and process them via the DAI iProcurement module for timely obligation of appropriated funds.
  • Track budget execution against the budget plan and OSD execution benchmarks.
  • Perform financial, cost, and budget formulation analyses (variance, cost-benefit, funding shortfall, trade-off) to support POM planning; build Excel-based models and PowerPoint reports; maintain spend plans.
  • Provide audit, ad hoc, and RFI reporting; reconcile dormant and abnormal accounts; support CACF accountability.
  • Maintain access and knowledge of Cerberus, DAI, PIEE, and SharePoint.
  • Analyze fiscal-year closeout and startup procedures and provide recommendations.
  • Support the APM-FM with spend plans, Program Execution Plans (PEP), Obligation Phasing Plans (OPP), budget spreadsheets, and Procurement Request (PR) packages; track commitments, obligations, and liquidations; reconcile against SABRS; maintain the PM checkbook.
