This is an onsite role; only local candidates will be considered.
The Business Analyst III will support the Texas Health and Human Services Commission on the Medicaid system modernization project. This role is part of a team providing project and product oversight for Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. The Business Analyst reviews, analyzes, and evaluates business systems and user needs, formulating systems solutions that align with overall business strategies. This role applies business process reengineering practices and identifies new applications of technology to improve business effectiveness. The Business Analyst also supports oversight of documentation and delivery of application functionality, and assists in creating processes and documentation to ensure a consistent understanding and approach aligned with agency direction for an integrated solution.
Responsibilities:
- Reviews, analyzes, and evaluates business systems and user needs within the Medicaid IT-Contracted Systems environment.
- Formulates systems solutions that align with overall agency business strategies.
- Applies business process reengineering methods and identifies new applications of technology to improve business effectiveness.
- Prepares solution options, risk identification, and financial analyses, including cost/benefit, return on investment, and buy/build assessments.
- Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
- Coordinates with outside vendors to complete projects and service requests, and defines, assigns, and evaluates their work.
- Develops and/or reviews project artifacts, including test cases, requirements documentation and traceability, design, and technical specifications.
- Consults on the analysis of a system, troubleshoots problems, and supports solution implementations.
- Manages a project's scope, acceptance, and deployment, and monitors system integration and user acceptance testing.
- Identifies a project's potential risks and difficulties, designs strategies to mitigate or avoid them, and performs analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas.
Requirements
Minimum Qualifications:
- 8 years of experience coordinating with outside vendors to complete projects and service requests, and defining, assigning, and evaluating their work.
- 8 years of experience developing and/or reviewing project artifacts, such as test cases, requirements documentation and traceability, design, and technical specifications.
- 8 years of experience consulting on the analysis of a system, troubleshooting problems, and supporting solution implementations.
- 8 years of experience managing a project's scope, acceptance, and deployment, and monitoring system integration and user acceptance testing.
- 8 years of experience identifying a project's potential risks and difficulties and designing strategies to mitigate or avoid them.
- 8 years of experience performing analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas.
Preferred Qualifications:
- 3 years of experience using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle.
- 3 years of experience working in an Agile environment, preferably SAFe.
- 3 years of experience using Microsoft products, such as MS Office, SharePoint, and Copilot.
- 3 years of experience demonstrating understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations, including knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions is preferred.
- 3 years of experience and knowledge of Texas HHSC processes, as well as Texas Medicaid and CHIP systems.
- 3 years of experience updating portfolio project management tools and managing state-level major information resource project information.
Additional Requirements:
- Local candidates only; must currently live within 50 miles of the Austin, Texas work location.
Work Location and Schedule:
Location: 4601 W Guadalupe St., Austin, TX 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: On-site
