Position Overview

As a Manager in the National Referral Programme (NRP) team, you will play a key role in driving the implementation and enhancement of the national referral ecosystem across healthcare institutions and care settings.

You will lead and manage cross-functional initiatives aimed at strengthening referral processes, improving care coordination, and enabling seamless patient transitions across the healthcare continuum. This includes driving requirements gathering and analysis, conducting process reviews and journey mapping, and working closely with MOH, healthcare institutions, system owners, architects, and business stakeholders to design, develop, and implement technology and operational solutions that support the National Referral Programme

Role & Responsibilities

  • Engage MOH, healthcare clusters, care providers, business stakeholders, system owners, and enterprise architects to drive the overall planning, implementation, and enhancement of the National Referral Programme.
  • Serve as a Subject Matter Expert on national referral workflows, policies, and operational requirements, ensuring alignment across healthcare institutions and stakeholders.
  • Lead the assessment, analysis, and prioritisation of business requirements, operational needs, and technology enablement initiatives to support referral transformation.
  • Drive process redesign, patient journey mapping, and service integration efforts to improve referral efficiency, care coordination, and user experience.
  • Manage interdependencies across multiple projects, including timelines, budgets, systems, vendors, and resources, to ensure successful programme delivery.
  • Identify, manage, and escalate programme risks, issues, and dependencies, while coordinating mitigation plans with stakeholders.
  • Organise programme governance forums, steering committees, stakeholder engagements, and project status meetings.
  • Prepare and consolidate programme documentation, including business requirements, solution proposals, implementation plans, governance papers, and delivery artefacts.
  • Partner with business and technology teams to support solution design, testing, implementation, and change management activities.
  • Monitor programme outcomes, operational performance, and stakeholder feedback to drive continuous improvement and achieve programme objectives

Requirements

  • Bachelor's degree in Healthcare, Business, Information Technology, Engineering, or a related discipline.
  • Strong strategic thinking skills, with the ability to understand, interpret, and translate healthcare policies and business objectives into effective operational and technology-enabled solutions.
  • Demonstrated analytical and problem-solving capabilities, with the ability to assess complex issues, identify root causes, and develop practical recommendations to support programme objectives.
  • Excellent stakeholder management, consultation, negotiation, and influencing skills, with a proven ability to build and sustain effective working relationships across MOH, healthcare institutions and technology teams.
  • Proven experience in managing, and reporting on programme or project activities, including the ability to identify risks, issues, dependencies, and opportunities that may impact programme outcomes.
  • Strong requirements gathering and facilitation skills, with experience eliciting business and operational needs through workshops, stakeholder engagements, interviews, observations, and process reviews.
  • Ability to manage multiple workstreams and competing priorities concurrently, while maintaining a high level of quality and meeting project timelines.
  • Excellent written, verbal, presentation, and interpersonal communication skills, with the ability to communicate effectively with both business and technical stakeholders.
  • Experience in healthcare transformation, process redesign, patient journey mapping, or service improvement initiatives will be an advantage.
  • Familiarity with healthcare systems, interoperability, and cross-functional programme delivery is preferred.
