Trissential is seeking an experienced Program Project Manager to join our client's team and lead a highly visible enterprise transformation initiative. Your Role & Responsibilities
Program & Project Leadership
- Lead end-to-end management of multiple DOC technology initiatives from planning through deployment and operational transition
- Define project scope, objectives, deliverables, resource requirements, schedules, and success metrics
- Develop and maintain detailed project plans and schedules using approved project management methodologies and tools
- Ensure projects remain aligned with business goals, strategic priorities, timelines, budgets, and quality expectations
- Manage complex dependencies across multiple parallel initiatives and technology implementations
Data & Technology Modernization Oversight
- Support enterprise data management, stewardship, governance, integration platform, reporting, and analytics initiatives
- Oversee successful implementation and integration of the PRISM Offender Management System and related enterprise applications
- Ensure synchronization, interoperability, and operational readiness across all dependent systems
- Collaborate with technical teams supporting cloud, infrastructure, application development, and cybersecurity initiatives
Risk & Governance Management
- Identify, assess, document, and mitigate project risks, assumptions, issues, and dependencies
- Maintain comprehensive RAID logs and drive proactive resolution activities
- Escalate critical risks and issues while providing leadership with actionable mitigation strategies
- Ensure compliance with established project governance frameworks and reporting requirements
Stakeholder & Vendor Management
- Build strong relationships with business leaders, program sponsors, technical teams, vendors, and external partners
- Manage stakeholder expectations and facilitate alignment across competing priorities
- Coordinate vendor activities and ensure deliverables comply with contractual obligations
- Support contract management discussions, change requests, issue resolution, and performance accountability
Reporting & Communication
- Prepare executive-level status reports, presentations, dashboards, and briefings
- Communicate project progress, budget status, milestones, risks, and dependencies to leadership
- Facilitate project governance meetings, steering committees, and stakeholder review sessions
- Maintain comprehensive project documentation throughout the project lifecycle
Team Leadership
- Lead cross-functional project teams consisting of internal staff, vendor resources, business stakeholders, technical experts, and subject matter specialists
- Foster collaboration, accountability, transparency, and successful project execution
- Mentor project participants and promote best practices across the program
Skills & Experience You Should Possess
- 10+ years of Program Management, Senior Project Management, or IT Program Leadership experience
- 7+ years managing large, complex enterprise IT projects
- Proven experience delivering technology programs on schedule, within scope, and within budget
- Experience managing procurement processes, RFP activities, vendor selection efforts, and COTS solution implementations
- Strong understanding of SDLC methodologies including Agile, Waterfall, and Hybrid delivery approaches
- Experience managing multiple concurrent projects within large programs or portfolios
- Experience leading cross-functional teams in highly matrixed organizations
- Strong vendor management, contract management, and stakeholder engagement skills
- Demonstrated success managing project risks, dependencies, RAID logs, budgets, and governance processes
- Strong knowledge of enterprise technology environments, infrastructure, systems integration, and technology lifecycle management
- Excellent communication, presentation, negotiation, and executive stakeholder management skills
- Experience managing cloud, application development, infrastructure, cybersecurity, or digital transformation initiatives
Bonus Points If You Have
- Experience within corrections, public safety, criminal justice, or government environments
- Experience implementing enterprise Data Management, Data Governance, or Analytics platforms
- Experience leading enterprise systems integration and modernization initiatives
- Knowledge of Azure and AWS cloud environments
- Experience managing SaaS, PaaS, and IaaS implementations
- Familiarity with enterprise reporting and analytics platforms
- Experience leading large-scale business transformation projects
- Background supporting highly regulated organizations
Education & Certifications You Need
- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field
- PMP (Project Management Professional) certification or equivalent project management certification required
- Additional Agile, Scrum, Change Management, or Program Management certifications are highly desirable
