The Manager, Project Planning & Development (PPD) leads the full planning lifecycle of property development projects, encompassing concept development, regulatory submission, detailed design, and implementation. The role ensures that all project stages align with corporate objectives, statutory requirements, and stakeholder expectations. This includes coordinating internal stakeholders, external consultants, driving authority approvals (including building plans and infrastructure approvals), and integrating digital planning tools to enhance project outcomes.Key Outcomes
- Project feasibility, approvals (including planning, infrastructure, and building plans), and mock-ups are delivered on time and meet quality standards.
- Consultant outputs (architectural, planning, infrastructure) are aligned with design intent, regulations, and development goals.
- Digital tools are effectively utilized for feasibility studies, design reviews, and implementation tracking.
Key Responsibilities
1. Concept Development (Feasibility Study)
- Lead early-stage planning, including feasibility studies, site analysis, and concept design alignment.
- Evaluate land use, infrastructure readiness, and commercial viability using GIS tools and financial models.
- Coordinate with land planning, marketing, and product development teams to shape initial concepts.
2. Submission Plan
- Oversee the development of submission drawings, layouts, and technical documents for authority approvals.
- Liaise with town planners, architects, and engineers to ensure compliance with planning requirements.
- Coordinate with relevant government authorities to obtain all statutory and regulatory approvals, including planning approvals, infrastructure clearances, and building plan approvals.
- Ensure submission timelines are met, and all documentation is accurately tracked and archived.
3. Detailed Design Development (Construction Drawing)
- Review and coordinate detailed design drawings from consultants, including architectural, civil & structural, and mechanical & electrical disciplines.
- Conduct technical reviews, clash detection, and design validation using BIM 360, AutoCAD, and other tools.
- Ensure seamless integration of infrastructure, landscape, mechanical & electrical, civil & structural, and architectural elements to support implementation readiness.
- Work closely with authorities and certification bodies (e.g., OSC, Bomba, JKR, IWK) to ensure compliance with all technical and safety standards.
4. Implementation (Mock-Up)
- Manage the planning and execution of project mock-ups for key design elements or units.
- Collaborate with Project Implementation and Procurement teams to ensure mock-ups reflect approved designs.
- Incorporate mock-up feedback into final design adjustments prior to full-scale development.
Cross-Stage Responsibilities
- Stakeholder Engagement: Align cross-functional teams (Sales, Contracts, Finance) across all project phases.
- Regulatory Compliance: Interface and liaise with authorities and statutory bodies to ensure all required approvals (planning, infrastructure, building, environmental) are secured at each stage.
- Digital Planning & Monitoring: Use digital platforms (GIS, BIM, Microsoft Project, or Primavera P6) for project tracking.
- Risk & Issue Management: Anticipate risks at each project stage and develop appropriate mitigation strategies.
Core Competencies and Technical Expertise
Technical Expertise
- Feasibility & Infrastructure Planning: Proficiency in conducting site analysis and feasibility assessments using GIS and other tools.
- Design Coordination & BIM: Strong skills in design validation using AutoCAD/BIM 360; clash detection and coordination.
- Regulatory Submissions & Approvals: In-depth understanding of planning guidelines, building plan approval processes, and statutory compliance.
- Project Monitoring Tools: Competence in Microsoft Project or Primavera for scheduling and performance tracking.
Qualifications & Experience
Qualifications:
- Bachelor's degree in architecture, Civil & Structural Engineering, Mechanical & Electrical Engineering, Urban Planning, or related discipline.
- Accreditation in Project Management or Urban Planning is an added advantage.
Experience:
- At least 7 years’ experience in project planning, town planning, or real estate development.
- Demonstrated ability to lead cross-functional teams and manage external consultants.
- Proven track record of securing statutory approvals, including building plans.
- Experience in large-scale mixed-use, township, high-rise, or industrial developments preferred.
