- The Client's Teachers’ Retirement System (TRS) is undertaking a comprehensive, multi year modernization initiative to replace aging legacy systems—including full retirement of the ALICE platform—and transition to a unified, cloud native environment.
- This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS member portal and MyERS employer portal.

- The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies.
- The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.
Current state:
- Legacy systems moved from on-premises hosting to Azure cloud migration May 2024
- MyTRS member portal modernized July 2025
- All IS resources support legacy systems while simultaneously building modernized ones
- Project charter and Software Development Life Cycle established and in practice
- Environment and foundation for modern applications defined and nearing completion

Requirements
- Process Analysis and Documentation
- Engage with business units to understand operational workflows, pain points, and improvement opportunities.
- Interface with technical resources, such as Development or IT staff to understand and translate technical requirements.
- Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
- Facilitate discussions to define future state processes aligned with organizational goals. Requirements Gathering and User Story Development
- Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories.
- Ensure requirements are complete, consistent, testable, and aligned with business priorities.
- Collaborate with product owners, developers, and stakeholders to refine and validate requirements. Testing and Quality Assurance
- Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
- Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
- Document defects, track resolution progress, and verify fixes.
- Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders. Stakeholder Collaboration and Communication
- Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
- Communicate project updates, risks, and issues clearly and proactively.
- Support change management activities by contributing to training materials, documentation, and user guidance.
