Full description

Responsibilities

  • Manage the day-to-day operations, maintenance, and support of PayBCA and other assigned systems, ensuring service reliability and effective business support.
  • Oversee warranty and maintenance activities, including defect tracking, incident resolution, service requests, and follow-up with outsourced vendors.
  • Lead the onboarding of new BCA e-services onto PayBCA, covering planning, requirements coordination, testing, implementation, and go-live support.
  • Work closely with Business Analysts and stakeholders to understand business requirements and translate enhancement requests into actionable delivery items.
  • Support requirements clarification, User Acceptance Testing (UAT), issue management, and change management activities.
  • Collaborate with the Finance team on payment operations, reporting requirements, audits, and related operational matters.
  • Track budgets and expenditure for system support, onboarding, and enhancement activities, including committed spend and potential budget risks.
  • Manage and prioritise enhancement requests to ensure alignment with business objectives, system requirements, and operational needs.
  • Coordinate application releases, production deployments, maintenance activities, and system changes in accordance with established governance processes.
  • Monitor operational, cybersecurity, data protection, and compliance risks, ensuring timely escalation and mitigation.
  • Manage vendor performance and service delivery against contractual obligations, SLAs, and expected quality standards.
  • Provide regular updates to management and stakeholders on system operations, risks, issues, enhancements, budgets, and onboarding progress.
  • Drive continuous improvement across operational processes, user experience, service delivery, and stakeholder collaboration.

Requirements

  • Degree in Information Technology, Computer Science, Engineering, Business, Project Management, or a related discipline.
  • At least 5 years of experience managing enterprise applications, technology projects, or digital platforms.
  • Experience managing business-critical production systems and application operations.
  • Good understanding of incident, problem, change, release, and service management processes.
  • Experience managing multiple workstreams, operational issues, and competing priorities with minimal supervision.
  • Experience supporting budget and expenditure tracking, including contracts, purchase orders, or invoice monitoring.
  • Experience managing outsourced vendors, application maintenance contracts, or managed services.
  • Strong stakeholder management and communication skills across business, Finance, vendor, and technical teams.
  • Ability to bridge business and technical stakeholders and drive delivery through structured coordination.

Technical & Domain Experience

  • Working knowledge of Government Commercial Cloud (GCC) on AWS.
  • Experience with GitLab, including source code management, CI/CD pipelines, release coordination, or deployment tracking.
  • Familiarity with SHIP-HATS governance requirements and secure software delivery practices.
  • Understanding of API integrations, system interfaces, and enterprise application ecosystems.
  • Awareness of cybersecurity, data governance, compliance, and operational risk management requirements.
  • Experience supporting payment systems, financial applications, enterprise platforms, or customer-facing digital services is preferred.
  • Prior experience within Government, public sector, financial services, payment platforms, or regulated environments will be an advantage.
