The Special Access Program (SAP) Product Security Manager (PSM) supports an Intelligence Office by administering and coordinating security activities for Special Access Programs that enable critical intelligence, technical, and operational missions supporting counter-Unmanned Systems (UXS) efforts. Working closely with the Government Special Security Officer (GSSO), operational personnel, technical teams, and external mission partners, the PSM ensures compliance with SAP, SCI, and collateral security requirements while maintaining operational responsiveness in a dynamic mission environment.
The ideal candidate possesses extensive knowledge of Special Access Program security requirements, security administration, classified information protection, personnel security processes, and facility security operations. This individual serves as a trusted security professional who enables mission success by balancing stringent security requirements with operational effectiveness.
Responsibilities
- Provide day-to-day security support and administration for assigned Special Access Programs within an Intelligence Office.
- Coordinate and process personnel security actions, access requests, indoctrinations, debriefings, transfers, and visit certifications in accordance with government security requirements.
- Maintain records and documentation related to personnel access, security clearances, classified holdings, and program participation.
- Administer visitor control procedures, access accountability, and secure meeting support for SAP activities.
- Support facility security compliance requirements, inspections, accreditation activities, and corrective actions.
- Coordinate with Government Special Security Officers, security managers, contractors, program managers, and external security offices to resolve access, classification, facility, and security-related issues.
- Ensure proper safeguarding, storage, transmission, transportation, and destruction of classified information and materials.
- Support classified meetings, operational activities, and program events requiring enhanced security coordination and oversight.
- Assist with security incident reporting, inquiry support, and implementation of corrective actions.
- Conduct document accountability activities and maintain accurate records associated with classified program materials.
- Support security education, awareness training, and briefings for personnel assigned to SAP activities.
- Assist in developing and implementing security procedures that facilitate collaboration, technical integration, and mission execution while protecting sensitive information.
- Monitor compliance with applicable security directives, regulations, policies, and operating procedures.
- Provide security guidance and recommendations to support operational planning and mission activities.
- Other duties as assigned.
Qualifications
- Bachelor’s degree in security management, Criminal Justice, Intelligence Studies, Business Administration, or a related field. Relevant experience may be substituted for education.
- 5+ years of experience supporting SAP, SCI, collateral, or classified security programs within the Department of Defense, Intelligence Community, or federal government.• Experience administering personnel security, visitor control, access management, and classified information protection programs.
- Experience supporting security inspections, audits, and compliance assessments.
- Ability to obtain and maintain Special Access Program (SAP) access.
- Active Top Secret with the ability to obtain TS/SCI
- Successfully pass background and drug screening.
Preferred Qualifications:
- Active TS/SCI
- Prior experience serving as a Program Security Officer (PSO), Assistant Special Security Officer (ASSO), Special Security Officer (SSO), Security Manager, or Product Security Manager.
- Experience supporting Special Access Programs within intelligence, operational, technical, acquisition, or research environments.
- Familiarity with counter-UXS, technical intelligence, national security, or defense-related missions.
- Experience coordinating across multiple government agencies, commands, and external mission partners.
- Knowledge of classified facility operations, secure communications, and controlled access environments.
- Experience utilizing government security databases and access management systems.
- Completion of applicable SAP, SCI, or security management training and certifications.
Knowledge, Skills and Abilities:
- Ability to work onsite in Arlington or Alexandria, Virginia.
- Knowledge of government security regulations, directives, and procedures governing classified programs.
- Knowledge of Special Access Program (SAP), Sensitive Compartmented Information (SCI), and collateral security policies, procedures, and compliance requirements.
- Knowledge of personnel security processes, clearance management, access administration, visitor control, and classified information safeguarding.
- Knowledge of facility security requirements, classified material accountability, secure transportation procedures, and operational security principles.
- Knowledge of government security directives, regulations, inspection requirements, and incident reporting procedures.
- Ability to administer and coordinate security processes supporting sensitive intelligence, technical, and operational activities.
- Ability to evaluate security requirements and provide practical solutions that support mission execution while maintaining compliance.
- Ability to coordinate effectively with government security officials, operational personnel, technical teams, contractors, and external stakeholders.
- Ability to manage multiple security actions, priorities, and deadlines in a fast-paced operational environment.
- Ability to maintain accurate security records, documentation, and accountability measures.
- Ability to conduct security briefings, indoctrinations, debriefings, and awareness training.
- Ability to identify potential security risks, recommend corrective actions, and support incident resolution.
- Ability to communicate clearly and professionally with personnel at all organizational levels.
