The Technology Platforms Division (TPD) drives the growth of Rakuten's ecosystem by delivering innovative, high-quality technology platforms characterized by integrated control and strategic partnerships.
Within TPD, the Cloud Platform Supervisory Department (CPSD) develops and manages Rakuten's state-of-the-art cloud platform, empowering global scalability and accelerating innovation across its diverse business units.

We deliver key domain services, including compute, storage, core infrastructure components, databases, container platform, observability, and gateway solutions, empowering Rakuten application teams to focus on their core business objectives.

Position Details
Rakuten Group is expanding rapidly both in the size and the diversity of its businesses. To keep up with this growth, CPSD must continuously scale the group's compute capacity and evolve its compute offerings while properly controlling cost, risk and quality. Until now, offer design—what we provide, to whom, on what terms and at what price—and alignment with the application teams above compute and the network and datacenter teams alongside it have relied on case-by-case coordination. This newly created position takes single-point ownership of the entire compute service offer.
As the Product Manager, Service Offer Management, you will report directly to a Senior Manager and be responsible for the compute service catalog, SLAs, the chargeback and cost allocation model, and the delivery roadmap for compute services. Your goal is to define compute offers that internal customers find easy to choose, fair and transparent in cost, and to continuously improve utilization, cost recovery and customer satisfaction across a multi-billion-yen annual compute budget. You will work with stakeholders such as the CTOs and engineering leaders of each business company (your internal customers), Finance, the network, datacenter and security teams that share cost and dependency boundaries with compute, and the product managers and DevOps managers of compute products. You will not have direct reports. Instead, you will assemble resources per initiative from the engineering and project management teams and drive delivery through them. A strong track record of working day-to-day with engineers and of setting priorities with a clear understanding of technical trade-offs is essential.
Your responsibilities will be all or part of:
・ Compute service catalog definition and maintenance (bare metal / VM / container / public cloud offerings, tiers and options), including SLA/SLO, support scope and terms of service
・ Chargeback and cost allocation model design and operation in partnership with Finance, including per-customer cost visibility and agreement on pricing and allocation rule changes
・ Roadmap and prioritization: gathering requirements from consuming teams, quarterly roadmap planning with engineering, and go/no-go decisions on new and existing services
・ Stakeholder alignment with application teams on requirements, pricing and SLAs, and with adjacent infrastructure domains on dependencies and cost boundaries
・ KPI design and monitoring (utilization, cost recovery rate, unit cost trends, customer satisfaction), customer interviews and feedback loops
・ Reporting of offer strategy and KPIs to executive leadership

Mandatory Qualifications:
・ Bachelor's or above degree
・ Experience working day-to-day with engineering teams and setting priorities with a clear understanding of technical trade-offs (effort, reliability, scalability)
・ More than 5 years experience in product management or service planning
・ Experience designing offers, pricing structures and SLAs in a [B2B / internal platform] context
・ Experience designing or operating a chargeback or cost allocation model
・ Track record of leading alignment across multiple stakeholders with competing interests
・ Business-level proficiency in both English and Japanese
Desired Qualifications:
・ Bachelor's or above degree in computer science, other science, business or economics
・ Product or service planning experience in cloud/infrastructure domains, especially IaaS, virtualization, container platforms or cloud orchestration
・ Experience in budget planning or capacity planning for large-scale infrastructure
・ Knowledge of FinOps, unit pricing or cost accounting
・ Hands-on software development experience (AI Agent experience is welcomed)
・ Ability to drive decisions through data analysis (e.g. SQL)
・ Familiarity with service catalog management tools and ITIL
・ Experience launching internal products in a large organization
・ Exceptional written, oral, interpersonal and presentation skills, with the ability to build strong, open and trusted working relationships with senior management, peers and engineers
・ Ability to structure ambiguous requests, make decisions and move forward; in the habit of explaining and reviewing with numbers
