Project Controls Manager - Design & Construction

As a Project Controls Manager (PCM) for Project Delivery Management (PDM), you will lead the integrated cost, schedule, risk, change, and reporting controls function for a mega-scale design and construction program within Oracle's Real Estate & Facilities (RE&F) organization, with an exclusive focus on the Nashville campus development and related initiatives. This role will establish a single source of truth for program performance, partnering with project leadership, design teams, contractors, consultants, and internal Oracle stakeholders to provide timely, accurate, and actionable insight across all phases of planning, design, procurement, construction, commissioning, and closeout. The Project Controls Manager will define and enforce project controls standards, maintain integrated program baselines, and drive disciplined forecasting, risk management, and executive reporting across a complex, multi-phased portfolio. The position is based in Nashville, TN. While occasional support for broader Americas region initiatives may be requested, the primary and ongoing responsibility of this role is dedicated to the Nashville campus project.

Responsibilities

The Project Controls Manager is responsible for leading the teams and systems that provide integrated controls for the design, permitting, procurement, construction, and delivery of the Nashville campus development and associated capital projects. These projects may include infrastructure and utility improvements, office, amenity, mixed-use, and multi-phased campus developments. The Project Controls Manager will draw upon strong analytical, communication, and leadership skills to provide clear performance visibility, protect program outcomes, and enable timely executive decision-making. Specific activities include:

• Establish and lead the project controls framework for a mega-scale, multi-phased campus development program, including governance, processes, tools, data standards, and reporting cadence;
• Develop, maintain, and administer the integrated master schedule, coordinating design, permitting, procurement, construction, commissioning, occupancy readiness, and closeout activities across all program workstreams;
• Develop and maintain work breakdown structures, cost breakdown structures, coding standards, and control accounts that align scope, schedule, cost, procurement, and risk information;
• Create and manage approved cost and schedule baselines, including change-control protocols, contingency management, and auditable variance documentation;
• Lead cost planning, estimating, budgeting, forecasting, cash flow analysis, and commitment tracking for the program and its individual projects;
• Implement Earned Value Management and related performance measurement practices, including Schedule Performance Index, Cost Performance Index, productivity trending, and estimate-at-completion analysis;
• Analyze critical path, near-critical path, schedule logic, float, milestones, recovery plans, and contractor schedule updates to identify threats and opportunities early;
• Coordinate independent schedule and cost reviews with external project managers, consultants, contractors, and internal Oracle stakeholders to validate forecast reliability and delivery readiness;
• Manage an integrated program risk and opportunity register, quantify exposure, facilitate mitigation planning, and escalate material risks to project leadership and executive stakeholders;
• Administer change management processes for scope, budget, schedule, contingency, and commercial impacts, ensuring timely evaluation, approval, and incorporation into program controls;
• Develop executive dashboards, monthly reports, trend analyses, and decision-support materials that clearly communicate program health, key milestones, financial outlook, risks, and required actions;
• Establish data-quality controls and maintain consistency among project controls systems, contractor reporting, invoices, commitments, forecasts, and Oracle financial records;
• Partner with design, construction, procurement, finance, legal, IT, security, workplace design, facility management, and other internal teams to align controls information with business priorities and decisions;
• Support procurement planning by integrating long-lead material requirements, bid packages, contract milestones, commitments, and market escalation assumptions into cost and schedule forecasts;
• Review architectural, MEP, civil, structural, and infrastructure scopes to confirm that design progress, quantities, phasing assumptions, and construction sequencing are accurately reflected in controls plans;
• Monitor contractor progress and reporting, validate supporting documentation, and challenge unsupported assumptions, incomplete schedule logic, or unexplained cost and productivity variances;
• Lead project controls reviews, schedule workshops, risk sessions, and forecast meetings, driving accountability for action items and corrective measures;
• Prepare project controls documentation required for internal operational reviews, audits, tax inquiries, asset transfers, funding approvals, and other corporate governance requirements;
• Develop, coach, and coordinate project controls staff and external resources, promoting consistent application of standards and continuous improvement across the program;
• Coordinate with legal, procurement, and project leadership on claims avoidance, dispute documentation, change substantiation, and commercial-risk reporting as required;
• Maintain complete, auditable program controls records, including baselines, forecasts, progress evidence, change logs, risk registers, and decision records;
• Ensure all Nashville campus projects operate with transparent, reliable controls in support of approved scope, budget, quality, schedule, sustainability, and long-term campus objectives.

Skills & Qualifications:

• 8-12 years of progressively responsible project controls, cost engineering, scheduling, or program management experience in construction, infrastructure, large-scale development, or corporate real estate environments is required;
• BA/BS in Construction Management, Engineering, Quantity Surveying, Architecture, Finance, or related field is required;
• Master's degree in Engineering, Construction Management, Business Administration, Real Estate Development, or related discipline is preferred;
• Experience leading project controls for mega-scale, multi-building campus developments, mixed-use developments, infrastructure programs, data centers, healthcare, or similarly complex capital programs is strongly preferred;
• Demonstrated experience developing and managing integrated master schedules and cost forecasts for projects with multiple concurrent design, procurement, and construction workstreams is required;
• Experience with Primavera P6, Microsoft Project, cost management systems, business intelligence dashboards, and advanced Excel-based analysis is required;
• Industry certifications such as PSP, CCP, PMP, CCM, P.E., PMI-SP, AACE EVP, LEED, or MCR are desirable;
• Excellent written and verbal communication skills, including the ability to present complex project controls information to executive audiences;
• Exceptional attention to detail and ability to manage multiple complex projects simultaneously
• Superior analytical, interpersonal, communication, team building, and conflict resolution skills;
• Demonstrated ability to lead integrated project controls across complex, multi-billion-dollar or mega-scale design and construction programs;
• Advanced understanding of cost engineering, scheduling, estimating, forecasting, earned value management, change management, and risk analysis methodologies;
• Expert ability to develop and interpret integrated master schedules, critical-path analyses, resource-loaded schedules, and schedule recovery plans;
• Strong financial acumen with the ability to prepare and evaluate capital budgets, cash flows, commitments, forecasts, contingencies, and variance explanations;
• Ability to translate complex controls data into concise executive-level dashboards, narratives, and decision recommendations;
• Strong understanding of project delivery methods, contracting strategies, procurement sequencing, and the commercial drivers of large-scale construction programs;
• Ability to establish rigorous data governance and ensure alignment among project controls platforms, contractor systems, and corporate financial reporting;
• Experience leading multidisciplinary teams consisting of internal and external resources, with demonstrated success collaborating across organizational boundaries;
• Ability to identify emerging risks, evaluate their cost and schedule impacts, and drive practical mitigation and escalation strategies;
• Strong understanding of building architectural, engineering, construction, and commissioning documentation;
• Ability to work independently with minimal supervision while managing multiple concurrent priorities using effective organizational and time management skills;
• Highly proficient with Microsoft Excel, Word, PowerPoint, Project, Primavera P6, and related cost and project controls systems.

US: Hiring Range in USD from $43.22 to $89.90 per hour; from: $89,900 to $187,000 per annum. May be eligible for equity.
