BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.
Position Overview
The Technical Delivery Manager will serve as the engineering lead responsible for coordinating the development, integration, cloud migration, and technical design of solutions supporting the EEOC. This individual will provide technical delivery leadership across engineering activities, ensuring that solutions are effectively designed, integrated, migrated, and delivered in alignment with EEOC’s operational and technical objectives.
Key Responsibilities
- Serve as the engineering lead for assigned EEOC technology initiatives.
- Coordinate technical development activities across engineering and project teams.
- Lead the delivery and integration of applications, systems, platforms, and supporting technologies.
- Coordinate cloud migration activities, including technical planning, sequencing, implementation, and transition.
- Guide solution design activities to ensure technical solutions are scalable, secure, reliable, and aligned with EEOC requirements.
- Facilitate collaboration among developers, engineers, architects, cloud specialists, security personnel, project managers, and business stakeholders.
- Translate business and technical requirements into coordinated engineering activities and delivery plans.
- Monitor technical progress, dependencies, risks, issues, and delivery milestones.
- Identify and resolve technical delivery challenges that may affect development, integration, cloud migration, or system design.
- Ensure that integrated solutions function properly across applications, cloud environments, interfaces, and supporting systems.
- Coordinate technical reviews, design discussions, implementation activities, testing, deployment, and transition to operations.
- Maintain clear communication with EEOC stakeholders regarding technical status, risks, dependencies, and delivery outcomes.
- Promote adherence to applicable engineering standards, architecture guidelines, security requirements, and technical best practices.
- Support technical documentation, including solution designs, integration plans, cloud migration plans, implementation procedures, and delivery reports.
Required Qualifications
- Demonstrated ability to serve as an engineering lead.
- Demonstrated experience coordinating software or systems development activities.
- Demonstrated experience coordinating system, application, or platform integration.
- Demonstrated experience coordinating or supporting cloud migration initiatives.
- Demonstrated experience leading or coordinating technical and solution design activities.
- Ability to coordinate multidisciplinary technical teams and manage dependencies across engineering workstreams.
- Strong technical leadership, communication, collaboration, problem-solving, and organizational skills.
- Ability to communicate complex technical information clearly to both technical and nontechnical stakeholders.
- Ability to work in Washington, DC, as required by the contract.
