Description

Technical Systems Integration, Inc. (TSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) delivering professional, technical, and management support to the U.S. Navy, Marine Corps, and DoD customers across the acquisition and sustainment lifecycle.

About the Role

TSI is seeking an experienced Senior Technical Writer to serve in a senior, leading capacity supporting Interactive Electronic Technical Manual (IETM) development for U.S. Navy programs at Naval Surface Warfare Center Panama City Division (NSWC PCD). This position leads S1000D-compliant technical manual development and publishing, XML authoring, technical publications specifications, and configuration and logistics data management within the Navy's Model-Based Product Support (MBPS) environment. This is a full-time, hybrid position based in the Panama City Beach, Florida area, with work performed at TSI's contractor facility and occasional work or meetings at NSWC PCD.

Key Responsibilities

  • Lead XML coding and electronic Technical Manual development and publishing in a senior or supervisory capacity.
  • Create, publish, revise, and maintain S1000D-compliant Interactive Electronic Technical Manuals (IETMs) using an S1000D Common Source Data Base (CSDB) or content management platform.
  • Develop and manage S1000D data modules and associated technical publication requirements.
  • Manage technical publications specifications, including XML tagging, Data Module Requirements List (DMRL) development, and illustration control numbering.
  • Manage configuration, alteration, and logistics data within the Model-Based Product Support (MBPS) database in accordance with applicable NAVSEA, NAVAIR, and DoD technical specifications and directives.
  • Work closely with engineers, developers, logisticians, configuration managers, and system integrators to develop and validate technical documentation.
  • Participate in technical reviews, Integrated Product Team (IPT) meetings, documentation working groups, and validation and verification activities.
  • Provide technical leadership and mentorship to technical writing staff.
  • Monitor IETM development and communicate documentation status, issues, and risks to program leadership.

Requirements

Required Qualifications

  • Bachelor's degree in Technical Communication, English, Journalism, Engineering, Computer Science, or a related field.
  • Seven (7) years or more of experience with XML coding requirements for electronic Technical Manual development and publishing in a senior, leading, or supervisory role.
  • Recent experience, within the last four (4) years, using content management software to create and publish S1000D Interactive Electronic Technical Manuals (IETMs).
  • Hands-on experience developing or maintaining S1000D data modules and structured technical content.
  • Two (2) years or more of experience with technical publications specifications, including tagging, Data Module Requirements List development, illustration control numbering, and management of configuration, alteration, and logistics data.
  • Experience working within the Model-Based Product Support (MBPS) database and applying NAVSEA, NAVAIR, or equivalent DoD technical specifications and directives.
  • U.S. citizenship.
  • Ability to obtain and maintain a DoD SECRET security clearance.

Preferred Qualifications

  • Current or previously held DoD SECRET security clearance.
  • Experience supporting NAVSEA or NAVAIR programs in a senior technical writing or technical publications role.
  • Hands-on experience with PTC Arbortext Editor strongly preferred; experience with other S1000D authoring and CSDB platforms, such as RWS Contenta, CORENA, or equivalent systems, will also be considered.
  • Experience with CMPro, Windchill, or related Navy configuration and product-support systems.
  • Experience supporting technical manual validation and verification activities.
  • S1000D Practitioner or Specialist certification.
  • Certified Professional Technical Communicator (CPTC).
  • Experience supporting mine warfare, unmanned maritime systems, surface warfare systems, or other littoral mission systems.

Compensation and Benefits

Compensation: $100,000 - $105,000 yearly
