Overview We are seeking a senior, experienced IT Project Manager to join the Project & Product Delivery portfolio in Mechanicsville, Virginia. The selected candidate will lead and manage projects using Agile, SAFe, Waterfall, and Kanban methodologies while working closely with senior leadership, business stakeholders, cross-functional teams, Product Owners, and vendors.

Job Description The VDOT Project Manager will lead and manage projects within the Project & Product Delivery team. This role is responsible for driving consistent project delivery throughout the entire project lifecycle, including project plans, release plans, resource allocation, project risks, scope, schedule, and delivery of value.
The Project Manager will coordinate Agile ceremonies, track project performance, support Product Owners with backlog management, remove obstacles, promote continuous improvement, and ensure teams follow applicable Agile, Waterfall, VDOT, and VITA project management principles and processes.
Responsibilities
Project Delivery
- Drive consistent project delivery throughout the entire project lifecycle.
- Develop and manage project plans, release plans, schedules, and resource allocations.
- Manage project risks, scope, schedules, costs, and delivery of value.
- Track and communicate project progress from schedule, cost, and risk perspectives to project teams, stakeholders, and management.
- Balance competing demands involving quality, scope, schedule, and cost.
- Adhere to VDOT and VITA project management practices.
Agile & Product Support
- Coordinate Agile ceremonies, including Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
- Support Product Owners and teams with Product Backlog management.
- Assist Product Owners with creating and prioritizing Product Backlogs.
- Track and report team velocity and other project metrics.
- Promote continuous improvement and help teams increase productivity.
- Ensure teams practice core Agile, Waterfall, Scrum, Kanban, and VITA principles and processes.
Team Leadership & Collaboration
- Work closely with senior leadership, business stakeholders, cross-functional teams, Product Owners, customers, and vendors.
- Establish an environment where project teams can operate effectively.
- Identify and help remove obstacles affecting team performance and project delivery.
- Protect teams from unnecessary external interruptions and distractions.
- Maintain effective relationships between project teams, Product Owners, and external stakeholders.
- Set clear performance standards and hold team members accountable while keeping teams engaged and on track.
- Mentor, coach, collaborate with, and support team members.
Operational Support
- Work with customers to understand their business practices and manage expectations.
- Analyze and document business and system processes.
- Apply strong analytical, organizational, interpersonal, and decision-making skills.
- Perform additional responsibilities as assigned.
Minimum Qualifications
- Active Project Management Institute (PMI) Project Management Professional (PMP) certification.
- Documented risk management experience.
- Completion of a Category 1 or Category 2 Commonwealth of Virginia project valued at $5 million or more, or completion of a non-Commonwealth of Virginia project valued at more than $10 million as Project Manager of record.
- Must be a local candidate.
- Must be able to work onsite in Mechanicsville, Virginia, up to 3 days per week.
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
Preferred Qualifications
- Active PMP certification.
- Active Commonwealth Project Management certification.
- Commonwealth of Virginia risk management experience.
- Experience completing a Commonwealth Category 1 or Category 2 project valued at $5 million or more.
- Experience with the SAFe framework.
Compensation $70 – $90 per hour This is a 1099 Contract role.
Schedule
- Hybrid work arrangement.
- Onsite work required up to 3 days per week.
