Challenging Projects:

As a Technical Writer & Program Analyst with JCTM, you will support technical writing, policy and process development, research, data analysis, and program operations for the U.S. Coast Guard Civil Rights Directorate. Your work will include developing and updating Standard Operating Procedures, supporting the rewrite of the Civil Rights Manual, researching Government requirements, engaging subject matter experts, organizing complex information, supporting EEO data requests, and helping prepare accurate responses to high-priority Government taskers.

You will work across multiple concurrent initiatives and collaborate with program personnel, technical experts, leadership, and other stakeholders to convert complex policy, operational, and technical information into clear, organized, actionable products.

Key Responsibilities:

  • Research, develop, write, edit, and maintain Standard Operating Procedures, policy documentation, manuals, reports, briefings, guidance, and other technical and programmatic products.
  • Support assessment, modernization, development, and rewrite of the U.S. Coast Guard Civil Rights Manual.
  • Tailor technical and policy writing to the intended audience, purpose, and required deliverable.
  • Organize significant amounts of complex information into logical, highly structured, and easily navigable documents using appropriate headings, tables, indices, charts, diagrams, and supporting visuals.
  • Engage subject matter experts and organizational stakeholders to capture requirements, workflows, institutional knowledge, and business processes.
  • Actively listen to SMEs, identify information gaps, ask effective follow-up questions, and translate raw technical or operational information into clear prose.
  • Research technical subjects, Government policies, directives, manuals, procedures, statutory requirements, and legacy documentation to independently resolve information gaps.
  • Read and interpret Government policy, regulations, and directives and apply those interpretations to assigned program activities.
  • Develop and maintain Plans of Action and Milestones (POAMs) used to track documentation, policy, and other program initiatives through review, approval, and publication.
  • Conduct research and extensive data pulls to support FOIA, GAO, Congressional, Departmental, leadership, and other official information requests.
  • Gather, validate, organize, analyze, and present complex datasets to support Government responses and decision-making.
  • Work with EEO-related systems and databases, including EntelliTrak (ETK), or rapidly learn required systems to perform extensive data research and extraction.
  • Support preparation of draft responses to Government taskers and oversight requests.
  • Review documents for completeness, quality, grammatical accuracy, formatting, organization, and compliance with established requirements.
  • Develop or incorporate basic diagrams, charts, screenshots, and other visual aids to improve technical documentation and readability.
  • Coordinate stakeholders and review work products for completeness, quality, and adherence to customer requirements.
  • Provide guidance and direction across multiple projects using initiative and project management principles.
  • Manage complex assignments within established timelines and resource constraints.
  • Track requirements, taskers, actions, deliverables, and milestones through closure.
  • Support meeting preparation and execution, including agendas, minutes, stakeholder coordination, action tracking, and follow-up.
  • Support calendars, office communications, correspondence, surveys, reports, worksheets, and other program administrative requirements.
  • Communicate effectively, both orally and in writing, with SMEs, program personnel, external stakeholders, and senior Government personnel.

You Have:

  • Bachelor’s degree in Arts, Science, or a related field.
  • At least two (2) years of specialized and/or relevant experience.
  • Experience providing guidance and direction while applying project or initiative management principles.
  • Experience coordinating multiple projects, stakeholders, deadlines, and deliverables.
  • Ability to manage projects of high complexity within established timeframes and resource constraints.
  • Strong technical writing, editing, research, and analytical capabilities.
  • Demonstrated ability to tailor technical content to the intended audience and purpose.
  • Ability to organize large amounts of complex information into clear, structured, and easily navigable documentation.
  • Ability to develop or incorporate diagrams, charts, screenshots, and other visual elements into documentation.
  • Knowledge of EEO databases such as EntelliTrak, or demonstrated ability to quickly learn complex information systems and conduct extensive data pulls.
  • Knowledge of relevant EEO standards, compliance frameworks, or related concepts.
  • Proficiency with industry-standard documentation tools.
  • Experience interviewing or collaborating with SMEs and translating technical or operational information into clear written products.
  • Ability to independently research technical topics and analyze legacy documentation to resolve information gaps.
  • Ability to read and interpret Government policies, regulations, procedures, and directives.
  • Strong written and verbal communication skills, including communication with senior personnel.
  • Strong organizational skills with the ability to track multiple requirements through completion.
  • Experience coordinating calendars, meetings, communications, and competing priorities.

Location: This position will primarily support work at U.S. Coast Guard Headquarters in Washington, D.C. Telework may be authorized subject to Government approval.

Nice to Haves:

  • Experience supporting a federal Government, DHS, or U.S. Coast Guard customer.
  • Experience developing or revising SOPs, policy manuals, procedural guidance, or comparable formal Government documentation.
