Your Team:

The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunities & Program Services, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. Our mission of the office is to ensure fair, efficient, and transparent access to affordable housing. HAS provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

The Division of Housing Opportunity & Program Services ensures that HPD’s affordable housing is made available through fair, transparent, and accessible programming. Developers creating affordable housing are required to offer many types of units through an open lottery process on NYC Housing Connect and fill other units through a placement process for households in the City’s shelter system. Housing Opportunity & Program Services administers the housing lottery and homeless placements programs and crafts policy and procedures to ensure that these programs offer equal opportunity to all applicants and affirmatively further fair housing.

Your Impact:

As the Data Analyst for the Homeless Placement Services (HPS) Unit within the Division of Housing Opportunity (DHO), you will support data management, reporting, performance metrics, and project intake activities for the unit, while also providing data and analytical support to the broader Division. The position will play a key role in ensuring the accuracy, timeliness, and integrity of data used to monitor HPS operations and inform program and agency decision-making. The position will also serve as a cross-functional resource for project intake and onboarding, working with managing agents and internal staff to ensure that new projects and units are properly entered, inspected, and ready for lease-up and assignment.

Your Role:

The Data Analyst will support the development, maintenance, analysis, and reporting of data related to HPS operations and DHO priorities. The position will produce and maintain reports and performance metrics used by unit and division leadership to monitor workload, production, outcomes, and operational performance. In addition, the position will support the project intake process, including entering new projects into the appropriate systems, serving as a liaison with managing agents, monitoring project readiness, and coordinating to ensure that required inspections and other prerequisites are completed before units are made available for lease-up and assignment to the HPS team. The position will also provide data and analytical support to other teams within DHO, including assisting with divisional reporting, data requests, special projects, data quality initiatives, and other analytical needs as assigned.

Your Responsibilities:

- Maintain tracking systems and databases used to monitor HPS projects, units, assignments, referrals, placements, and other program activities. - Generate, analyze, and distribute internal and external reports regarding unit targets, workload, production, placements, and other key performance metrics. - Develop and maintain performance metrics and reporting tools used by HPS and DHO leadership to monitor program and operational performance. - Analyze data to identify trends, patterns, discrepancies, and opportunities for process improvement. - Respond to data and reporting requests from HPS and DHO leadership and staff. - Provide data, reporting, and analytical support to other teams within DHO as needed. - Assist with divisional data projects, reporting initiatives, special analyses, and other data-related assignments. - Ensure data integrity and accuracy across Access, Excel, SharePoint, and other reporting and tracking systems. - Perform routine database and reporting system maintenance to ensure alignment with changes in business processes and program requirements. - Work with staff to identify, troubleshoot, and resolve data quality and reporting issues. - Collaborate with staff to identify and correct data entry errors and discrepancies. - Support the project intake process by entering new projects and related information into HPS systems and tracking platforms. - Serve as a liaison with managing agents during the project intake and onboarding process. - Coordinate with managing agents and internal staff to monitor project readiness and ensure required inspections and other prerequisites are completed before units are made available for lease-up and assignment to the HPS team. - Monitor project and unit information to ensure that data is complete, accurate, and current throughout the intake and placement process. - Coordinate and share information with the Department of Social Services (DSS) and HPD program areas to support accurate and timely referrals and placements. - Assist with the management of a portfolio of homeless set-aside and/or 421-a homeless units, including providing referrals and tracking placements, as necessary. - Develop and maintain documentation, procedures, and other resources supporting consistent data management, reporting, and program operations. - Complete special projects, analyses, and reports requested by the Assistant Commissioner, Director, Deputy Director, Team Leaders, and other DHO leadership. - Collaborate with internal and external stakeholders to resolve data, reporting, project intake, and operational issues. - Provide cross-functional support to the HPS Unit and DHO as needed. - Perform other related duties as assigned to support the goals and priorities of HPS and DHO.

Preferred skills:

Strong analytical, organizational, and problem-solving skills. Demonstrated experience developing, maintaining, and analyzing reports and performance metrics. Proficiency with Microsoft Excel, Microsoft Access, Microsoft Teams, and SharePoint. Experience maintaining databases, tracking systems, and reporting tools. Strong attention to detail and commitment to data accuracy and integrity. Ability to identify trends, patterns, discrepancies, and opportunities to improve business processes. Strong written and verbal communication skills. Ability to communicate effectively with internal staff, managing agents, and other external stakeholders. Ability to manage multiple priorities and meet deadlines in a fast-paced and evolving environment. Strong interpersonal and collaboration skills and the ability to work effectively both independently and as part of a team. Ability to respond effectively to data requests and translate data into clear and meaningful information for stakeholders. Ability to work across multiple teams and provide analytical and operational support based on organizational priorities. Ability to learn and navigate multiple databases, systems, and business processes. Knowledge of affordable housing programs, homeless housing programs, and housing subsidies, including relevant New York City regulations and government programs. Ability to adapt to changing program requirements, business processes, and technology.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
