Brief Job Description:

The Financial Analyst II position is selected by and responsible to the Manager of the Provider Finance Department Local Funding Team. This position reports statistical and other relevant data in relation to the financing structures where local funding is utilized as the non-federal share of Medicaid supplemental and directed payment programs. The Financial Analyst II is responsible for the communications notifying stakeholders about their annual reporting and assisting with website updates, and accessibility for any documents posted on the website. Work involves compiling, reviewing, analyzing, and evaluating highly complex (senior-level) financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The FA II contributes to a variety of internal reports, studies or other deliverables containing analyses of various supplemental payment programs and managed care organization (MCO) data relevant to the understanding of utilization and billing trends. Performs tasks with minimal supervision and with extensive latitude for the use of initiative and independent judgment. Prepares presentations for professional organizations, governmental entities, and the public to be given by executive agency staff, including detailed speaking notes that allow for the communication of complex concepts and findings into understandable narrative for different audiences. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation. Other duties as assigned.

Essential Job Functions (EJF’s):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

• Designs data collection instruments and detailed instruction manuals to collect financial and other relevant data. Provides technical assistance related to survey completion, policy guidelines and rule requirements. Oversees the development, modification, and maintenance of complex computer programs, spreadsheets and large databases used in the collection, review, and analysis of financial data. (25%)

• Performs complex financial analysis on HHSC program data related to supplemental payment programs, financial examinations and financial analysis to evaluate compliance with state or federal regulations. Provides guidance in the interpretation of data analysis and data research to determine appropriateness of results; ensures that options and recommendations are feasible and adequately address compliance issues. (25%)

• Develops and implements financial policies and procedures internal to the HHSC Provider Finance Department. Creates, evaluates, and may review methodologies; conducts highly complex analyses related to supplemental payment and managed care organizations’ financial programs and reimbursement techniques (25%)

• Interfaces and communicates effectively with diverse groups, including other agency staff, governmental entities, medical/provider associations, workgroups, advisory committees, legislative staff, client advocates, attorneys, state/federal auditors, and interested parties. (20%)

Knowledge, Skills, Abilities (KSAs):

Knowledge of:

• Knowledge of Texas Health and Human Services Commission's programs and functions.

• Knowledge of Medicaid reimbursement principles.

• Knowledge in accounting principles.

• Knowledge of Texas Administrative Code (TAC), HHSC program rules, and federal and state regulations pertaining to Medicaid.

Skill in:

• Skill in the development of reimbursement methods and payment rates, formulas, and procedures or complex cost analysis.

• Skill in the design, development, and maintenance of complex computer applications, spreadsheets, and large databases.

• Skill in interpersonal and relationship building, including the ability to collaborate among multiple parties, work with people under pressure, resolve conflicts, and establish and maintain effective working relationships.

Initial Screening Criteria:

Graduation from an accredited 4-year college or university required. Experience in financial modeling, forecasting, or provider reimbursement preferred. Experience and education may be substituted for one another. Prior experience in finance or related position.
