Hunt Utility Services is a privately held company providing management and support services for Sharyland Utilities, L.L.C., a Texas-based electric transmission utility. We are committed to providing safe, reliable, and efficient transmission and substation services, ensuring operational excellence, and investing to support the infrastructure needs of the Electric Reliability Council of Texas grid.

Position Summary:

Join our team as a Project Controls Manager, where you will be responsible for establishing and maintaining cost, schedule, and performance visibility across a portfolio of transmission and substation capital projects.

In this role, you will support the Senior Project Manager by developing and maintaining project controls, validating project performance data, and ensuring consistency and accuracy of cost and schedule reporting. You will work closely with Owner’s Engineers, construction teams, and stakeholders to ensure projects are executed with strong financial and schedule discipline.

This role serves as the organization's project controls leader, responsible for establishing the systems, processes, reporting frameworks, and governance necessary to successfully deliver transmission and substation capital projects.

Responsibilities:

  • Track and maintain project cost and schedule performance across transmission and substation projects
  • Support development and ongoing updates of project schedules and cost forecasts, working closely with the Senior Project Manager
  • Perform cost tracking, forecasting, cashflow analysis and variance analysis, identifying trends and deviations from plan
  • Perform schedule tracking and progress measurement, ensuring alignment between planned and actual performance
  • Validate cost and schedule inputs from Owner’s Engineers and project teams to ensure accuracy and consistency
  • Develop and maintain project reporting and dashboards, and executive-level performance metrics
  • Ensure data integrity and governance across project systems and reporting tools
  • Support change management tracking, including scope changes, budget updates, and schedule impacts
  • Coordinate with cross-functional teams to ensure alignment between engineering, construction, and financial reporting
  • Maintain standardized project controls processes, tools, and templates across all projects
  • Serve as the primary administrator and subject matter expert for Project Information Systems and other project controls systems
  • Utilize project management systems such as Microsoft Project, Primavera P6, Power BI, or similar tools ) for tracking, reporting, and analysis
  • Establish and maintain project Work Breakdown Structures (WBS), cost coding structures, and reporting hierarchies
  • Facilitate monthly project review meetings and support forecast reconciliation activities with project teams
  • Develop portfolio-level cash flow forecasts and capital expenditure reporting
  • Support annual budget development and long-range capital planning activities
  • Identify and recommend process improvements to enhance forecasting accuracy, reporting efficiency, and project visibility
  • Provide regular reporting to leadership on cost performance, schedule status, forecast accuracy, key risks and trends

Required Skills & Experience:

  • Bachelor’s degree in Engineering, Construction Management, Finance, or related field
  • Minimum 7+ years of experience in project controls, cost management, or scheduling within utility, infrastructure, or capital program management within utility, infrastructure, or EPC environments
  • Demonstrated experience developing and maintaining integrated project schedules and cost forecasts
  • Strong experience with cost tracking, forecasting, and variance analysis
  • Strong experience with project scheduling and progress tracking
  • Experience working with project management and controls systems (e.g., Microsoft Project, Primavera P6, Power BI or similar)
  • Strong analytical and problem-solving skills, with ability to interpret complex project and financial data
  • Experience supporting multi-project capital programs exceeding $50M annually
  • Strong understanding of forecasting methodologies, project performance measurement, earned value principles, and change management
  • Advanced Microsoft Excel skills, including financial modeling, forecasting, and reporting
  • Strong attention to detail and commitment to data accuracy and integrity
  • Experience supporting multi-project environments or capital programs

  • Advanced Microsoft Excel skills, including financial modeling, forecasting, and reporting
  • Preferred Skills & Experience
  • Advanced degree in Business, Management, or Engineering
  • Project Management Professional (PMP) accreditation
  • Experience supporting transmission line and substation capital projects
  • Experience in ERCOT or U.S. utility markets
  • Experience developing executive dashboards and reporting tools using Power BI or similar platforms
  • Experience administering project management systems and workflows
  • Familiarity with utility-specific project management processes and standards
  • Experience developing executive dashboards and reporting tools (Power BI or similar)
  • Familiarity with capital budgeting and financial reporting processes
  • Familiarity with utility accounting practices, capital budgeting, and capital expenditure reporting
  • Experience developing project controls standards, procedures, and governance frameworks
  • Familiarity with WBS development and cost coding structures
