As a Senior IT Project Manager, you will lead the planning, execution, and delivery of multiple enterprise IT modernization initiatives, including Overseas Operations, Automation, and Overseas Data Storage programs. You will work closely with government stakeholders, program leadership, technical leads, and Agile delivery teams to ensure projects are delivered on schedule, within budget, and in alignment with mission priorities.
This role serves as the primary project delivery lead, coordinating cross-functional engineering teams supporting cloud modernization, cybersecurity, infrastructure, automation, enterprise applications, and operational technologies across domestic and overseas environments.

- Lead the planning, execution, and successful delivery of multiple IT modernization projects supporting Overseas Operations, Automation, and Overseas Data Storage initiatives.
- Develop and maintain integrated project plans, schedules, milestones, resource plans, communication plans, risk registers, and project documentation across multiple workstreams.
- Coordinate cross-functional teams supporting cloud engineering, cybersecurity, infrastructure, software development, networking, storage, and enterprise operations.
- Serve as the primary interface between government stakeholders, Program Management, technical leads, vendors, and engineering teams to ensure successful project execution.
- Manage project scope, schedule, budget, risks, issues, dependencies, and change requests while ensuring alignment with customer priorities and contractual requirements.
- Support enterprise modernization initiatives involving cloud adoption, infrastructure modernization, automation, data management, cybersecurity, and operational transformation.
- Oversee project execution supporting domestic and overseas technical environments, ensuring coordination across geographically dispersed teams and stakeholders.
- Facilitate Integrated Product Team (IPT) meetings, project status reviews, technical working groups, risk reviews, and executive briefings.
- Monitor project performance using key performance indicators (KPIs), project metrics, dashboards, and performance reporting.
- Coordinate Agile delivery activities including release planning, dependency management, sprint coordination, backlog prioritization, and cross-team integration.
- Partner with Scrum Masters, Business Analysts, Product Owners, Modernization SMEs, and technical leads to ensure successful delivery of modernization initiatives.
- Coordinate project activities supporting DevSecOps, cloud engineering, cybersecurity, enterprise storage, automation, and application modernization efforts.
- Ensure project deliverables comply with Department of State governance, cybersecurity policies, quality standards, and federal project management best practices.
- Identify project risks and develop mitigation strategies to minimize schedule, technical, operational, and organizational impacts.
- Develop executive-level reports, customer briefings, project status updates, decision papers, and management presentations.
- Support transition of completed capabilities into operations while ensuring operational readiness, documentation, and knowledge transfer.
- Promote continuous improvement, collaboration, Agile delivery, and project management best practices across all assigned modernization initiatives.
- Perform additional duties as assigned in support of customer mission objectives.
Qualifications
- Bachelor's degree in Business, Information Technology, Computer Science, Engineering, Project Management, or related field (or equivalent experience).
- Minimum of ten (10) years of experience managing enterprise IT projects or programs supporting federal government customers.
- Project Management Professional (PMP) certification required.
- Certified Scrum Master (CSM), PMI-ACP, SAFe Agilist, ITIL 4 Foundation, or comparable Agile certification.
- Demonstrated experience leading multiple concurrent technology projects involving infrastructure, cloud, cybersecurity, automation, software development, or enterprise operations.
- Experience managing geographically dispersed teams and coordinating projects supporting domestic and international operations.
- Experience managing project scope, schedules, budgets, resources, risks, issues, and stakeholder communications.
- Experience supporting Agile software development methodologies, Scrum, Kanban, or hybrid project management approaches.
- Experience with project management tools such as Microsoft Project, Azure DevOps, Jira, ServiceNow, or equivalent platforms.
- Experience supporting enterprise modernization initiatives involving cloud services, automation, enterprise infrastructure, or data management.
- Strong understanding of Software Development Life Cycle (SDLC), Agile delivery, DevSecOps, and federal IT project governance.
- Excellent leadership, organizational, analytical, communication, and customer relationship management skills.
- Demonstrated ability to communicate effectively with executive leadership, government stakeholders, and technical teams.
Preferred Qualifications
- Experience supporting the U.S. Department of State or other federal civilian agencies.
- Experience managing programs supporting overseas operations, international IT deployments, enterprise storage, automation, or cloud modernization initiatives.
- Familiarity with NIST RMF, FISMA, FedRAMP, and federal cybersecurity requirements.
- Experience coordinating cross-functional modernization initiatives involving cloud engineering, cybersecurity, enterprise storage, application modernization, DevSecOps, or infrastructure transformation.
- Experience supporting geographically distributed teams and complex enterprise modernization programs.
