Background

HQ MARCOM is NATO’s central command for all maritime forces, responsible for planning, coordinating, and over-seeing naval operations, as well as advising NATO leadership on maritime matters.

In order to strengthen its awareness of the maritime environment, HQ MARCOM is pursuing a number of initiatives to improve maritime situational awareness and strengthen operational decision making.

We are seeking a number of highly motivated individuals with skills and experience in delivering projects that enable data-driven decisions through improved data integration, engineering and analysis. If you have experience in Project Management, Data Science, Data Engineering or Data Integration and a desire to contribute to peace and prosperity of NATO member countries then we’d love to hear from you.

Role Purpose

The primary purpose of the role is to deliver projects which integrate data from different sources across multiple platforms to enhance operational decision making. Additionally, this role will take the lead in strengthening MARCOM’s Project Management and Data Governance practices.

Overview

This is a fixed-term 3-year role which will concurrently deliver critical data integration projects and create a centre of excellence (CoE) for data integration and professional community of practice (CoP) for project management and data science professionals across MARCOM.

Project Delivery - Assigned data integration projects have been successfully implemented and customer benefits are being delivered as planned.

Capability Development - MARCOM has a clear understanding of the technical capabilities available to it in the field of Project Management and Data Science. MARCOM leaders are intelligent users of these capabilities.

Opportunity Identification - MARCOM has an objectively qualified and clearly prioritised view of opportunities to further enhance command and control through improved data integration

Capability Resilience - MARCOM has developed and adopted the appropriate architecture (policies, procedures, guidelines and ways of working) to strengthen maturity and enable continuous improvement in the areas of data integration.

Your Qualifications and Experience

Essential:

5 years experience of successfully delivering business change projects

Educated to Degree level in relevant field (Business / Computer Science etc) and with 4 years post related experience; or

Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

Demonstrable experience of delivering data integration projects using Al and or Machine Learning Tools e.g. Databricks, Watson, Microsoft Cognitive Toolkit, TensorFlow.

Demonstrable experience of using mathematical and statistical models to solve business problems.

Demonstrable experience of applying data science, analytics and data integration tools/programming languages on real-world datasets e.g. Python, R, KNIME, Splunk, Geo data.

Desirable:

Industry recognised qualification / accreditation in Project Management

Experience with data visualisation tools e.g. Microsoft Power BI, Spotfire, Tableau

Experience of briefing and communication analytical products to non-technical staff

Experience of using big data ecosystems e.g. Hadoop, Spark and/or MapReduce.

Experience of working in NATO or similar multi-national defence / security sector.
