- SUMMARY: The Network Administrator is primarily responsible for maintaining, assisting and training users, installing hardware and software, analyzing and preparing solutions to problems, and configuring information systems and networks while exercising independent judgment. This position is also responsible for the ongoing operation, maintenance, documentation, testing or modification of computer systems or programs, analysis, agency multimedia, monitoring, disaster recovery, and security of all the assigned applications and databases. The Network Administrator is also responsible for oversight of the agency’s Information Technology staff and contractors, while focused on a person-centered environment.
- ESSENTIAL DUTIES and MINIMUM QUALIFICATIONS:
- Oversee the administration and maintenance of the agency’s infrastructure through planning and implementing additions, deletions, and major modifications to the network.
- Plan and implement network security, including: configure firewalls, use best practices to secure network applications, manage host security, file permissions, backup and disaster recovery plans, file system integrity, adding and deleting users, etc. while maintaining confidentiality in accordance with agency policy and HIPAA.
- Install, configure, and maintain personal computers, file servers, Ethernet networks, network cabling, devices, data acquisition boards, DVD/CD units, printers, and related equipment. Delegate relevant duties to IT Technician.
- Maintain the server infrastructure including physical servers, virtual servers and storage arrays.
- Support the network infrastructure including security gateways, V-Lan switches, distribution switches and associated patch panels.
- Assist with the Administration and user support of the Google Workspace environment by working in a cloud-based computing environment and troubleshoot computer hardware and software problems and cloud-based issues, by using vendor warranty or either repairing in-house and/or making determination to replace it.
- Manage and maintain the agency’s public-facing website and web application interfaces, ensuring high performance, accessibility, security, and consistent content updates in coordination with internal departments.
- Pass the Medication Administration test with no more than two attempts and administer medication to clients according to physician orders and using appropriate administration techniques as outlined in the Medication Administration course, if needed.
- Must be able to perform Lifting and Transferring techniques as trained and pass performance testing. The employee may occasionally lift and/or push and pull up to 50 lbs. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement.
- Driving of agency vehicles as necessary for transportation of clients and agency business as assigned.

- Tolerate various levels of stress and meet deadlines with severe time constraints.

- Squat, stoop, kneel, and reach above the head. Forward motion will occasionally be required.
- Work inside the building a majority of the time.

ADDITIONAL DUTIES AND RESPONSIBILITIES:
- Supervise IT staff and handle all help desk activities and delegate work orders to appropriate IT staff.
- Implement the agency’s backup plan, being able to restore lost data as needed.
- Able to implement the agency’s disaster recovery plans and process to utilize the business continuation site. Participate in developing and testing processes.
- Train users or arranges training for individuals or staff on system use and applications.
- Evaluates, answers inquiries, diagnoses and resolves operational problems.
- Assists users with transitions to new computerized systems and software packages.
- Support and maintain integrated Wi-Fi network and associated networks.
- Support and maintain the Door Card Key access systems. Assist the Community Relations Director with card creation and access control.
- Participate in, support, and assist with the planning, setup, coordination, and technical execution of agency fundraising initiatives, special community functions, and official organizational events.
- Oversee troubleshooting, systems backup, archiving, and disaster recovery and provide expert support when necessary.
- Interact with internal clients on all levels to help resolve IT-related issues and provide answers in a timely manner.
- Effectively communicate relevant IT-related information to supervisors and staff.
- Oversee the administration and maintenance of agency tracking software.
- Oversee the installation and maintain all agency multi-media devices.
- Coordinate installations and upgrades.
- Oversee the installation, maintenance, and operation of the door security system.
- Oversee the installation, maintenance, and operation of the agency’s multi-media systems, and provide relevant training to event managers.
- Oversee the administration of the agency’s Wide Area Network.
- Oversee the installation and maintenance of the surveillance camera systems.
- Oversee and ensure the Point-of-Sale systems are properly maintained.
- Monitor, maintain, and configure the IP phone systems.
- Coordinate the maintenance and testing of the backup generator and air conditioning systems with the Facilities Manager.
- Work with IT staff and IT contractors to ensure uninterrupted service to the network.
- Provide various reports and data, as requested by management.
- Communicate effectively with internal clients to identify needs and evaluate alternative business solutions.
- Comply with and assist in the enforcement of HIPAA, agency policies and procedures and federal, state, and local laws.
- Responsible for preparing, implementing and adhering to the information technology budget. Manage the purchasing of all software, hardware and other IT supplies and ensure that agency assets are maintained responsibly.
- Participate in staff training activities and staff meetings, as outlined in the Agency’s staff development curriculum.
- Work flexible schedules or within various environments as agency and supervisor deems necessary. Staff attendance and promptness to assigned shifts is essential. The responsibilities of this position may require staff to be able to work irregular, extended, and/or be available for on-call work hours, evenings, nights, weekends, holidays, etc.
- Advise supervisor of concerns and problems that arise within the agency.
- Follow agency procedures when purchasing items on behalf of the agency.
- Follow agency policies and procedures in carrying out duties.
- Safeguard all agency funds and property.
- Performs other duties as assigned by the Chief Financial Officer, CEO, and/or designee.

QUALIFICATION REQUIREMENTS: The requirements listed below are representative of the knowledge, skill, and/or ability necessary for success. An individual must be able to perform each essential duty satisfactorily.
MINIMUM/PREFERRED QUALIFICATIONS:
Minimum: This position requires an Associate’s degree in Computer Science or related degree AND three years of experience in a computer-intensive discipline; a minimum of one year (30 credit hours) of college level courses at an accredited Junior College, Community College, 4-year College or 4-year University AND four years of experience in a computer-intensive discipline. The candidate should also have some understanding of supervisory experience. The computer-intensive discipline experience should include some combination of the following: Area of network administration; troubleshooting computer systems and software applications; strong user support, telephone, documentation and problem-solving skills; experience with a variety of microcomputer network and standalone solutions including Google Workspace, Microsoft software, Software as a Service (SAAS) and other proprietary applications; experience with information systems. Must be at least 18 years of age. Persons hired into this position must be licensed drivers and have reliable transportation. If current license is from out-of-state, a valid Colorado Driver’s License is required within ten days of hire. Background check, drug and alcohol check, reference check, and motor vehicle checks must be passed. Current motor vehicle insurance is required. Driving is an essential job duty. Due to the nature of IT, employee must live within a 20-mile radius of the agency’s main administrative office.
Preferred: Bachelor’s Degree in Computer Science, or related degree AND at least one year of experience in a computer-intensive environment, preferably in the area of managing networks and software applications.

While performing the duties of this job, the employee will regularly sit, walk, and stand. Occasionally, movement that requires twisting at the neck and/or trunk more than the average person, squatting/ stooping/kneeling, reaching above the head, and forward motion will be required. The employee will continuously be required to repeat the same hand, arm, or finger motion many times. Manual and finger dexterity are essential to this position. Specific vision abilities required by this job include close, distance, depth perception and telling differences among colors. The employee must be able to communicate through speech with clients and public. Hearing requirements include conversation in both quiet and noisy environments. The employee will occasionally lift and/or push and pull up to 50 pounds. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement. Access to equipment will require the use of ladders or other lifts. Proper and safe use of a ladder will be required in various areas, including: floors, attics and under floor crawl spaces, roofs, etc. This position demands tolerance for various levels of stress.

SUPERVISORY RESPONSIBILITIES:
The Network Administrator is responsible for direct supervision of any IT staff, including, but not limited to: IT Technician, any part-time IT staff or work study/intern students, and outside contractors. Mentoring duties for Individuals in Service and/or clerical support may be required. The Chief Financial Officer provides supervision of this position. In general, this position requires that the individual work independently approximately 95% of the time.
