New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.
This position is with HCR’s Affordable Housing Corporation (AHC). This is not a civil service position, and a civil service exam is not required. Candidates must meet the minimum qualifications outlined below to be considered.

DUTIES AND RESPONSIBILITIES: Business Analysis & Process Improvement
- Collaborate with cross-functional stakeholders to understand business needs, gather requirements, and identify opportunities for business operations and data improvement
- Develop business cases, current (“as-is”) and future (“to-be”) processes, and recommend strategic solutions to improve operations, policy, and performance
- Translate business needs into technical requirements and ensure alignment across teams to support project execution, requirements documentation, test planning, issue tracking, and risk reporting
- Troubleshoot system or process issues and coordinate with cross-functional teams to implement and test fixes
- Apply process improvement methods to optimize workflows, eliminate inefficiencies, and improve service delivery through structured change management
- Use critical thinking and data-driven decision making to resolve business and technical challenges efficiently
Project Management
- Lead end-to-end delivery of strategic projects, define scope, project plans, timelines, budgets, risks, and success metrics
- Facilitate effective meetings with clear communication and alignment across leadership and teams
- Support change management efforts
Data Management
- Partner with program teams to understand program data, define data requirements and standards, and create documentation (e.g., schemas, dictionaries)
- Contribute to agency-wide data governance and ensure compliance with internal controls and quality standards
- Use analytics to inform decision-making and align data initiatives with broader business and technology strategies
Leadership & Mentorship
- Act as a Subject Matter Expert (SME) on complex, cross-functional projects
- Mentor junior staff, sharing tools, techniques, and best practices across business analysis, project management, and SDLC
- Lead collaborative, inclusive teams and foster a culture of continuous learning and improvement
- Adapt leadership style based on expertise of team
WHO YOU ARE:
- Bachelor’s degree in relevant area e.g., Information Technology, Data Analytics, Business Analytics, or related field
- 8-10 years of experience working on large scale projects in a lead position
- Working knowledge of database concepts and design preferred
