Job Title – Engineering Manager – Polymer Facility Projects (Oman)
Location – Muscat, Sultanate of Oman (with travel to EPC partner offices, client facilities and vendor locations as required)

Position Summary
This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.
We are looking for an Engineering Manager to hold design authority over our DBOT polymer injection facility projects for the client. Detailed design and interface engineering are executed by an EPC partner — your job is rigorous technical oversight, assurance and control of that output, with particular emphasis on the accuracy and safety of the integration into the client's existing production, injection and utility infrastructure. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.
Key Responsibilities
- Act as primary technical authority over the EPC partner, holding them to account for completeness, accuracy and Contract compliance while retaining our own engineering responsibility to the client.
- Review and validate the EPC partner's interface and tie-in engineering before it proceeds to construction.
- Chair technical review meetings with the EPC partner's Engineering Director and discipline leads; resolve cross-discipline conflict and own the Technical Query and RFI process.
- Ensure existing the client 3D models and P&IDs are adopted and developed directly rather than recreated, and that a dependency matrix is applied wherever critical client documentation is modified.
- Ensure any deviation from the client's approved Technical Information at an interface goes through Management of Change and is approved by the relevant technical authority before implementation.
- Own interdisciplinary coordination across process, mechanical, piping, civil/structural, electrical, control and automation and telecoms, and manage vendor design integration.
- Govern engineering data and tagging across the client's Engineering Design Systems (E3D/PDMS, SPI, AVEVA Diagrams, AutoCAD) so a tagged item is identical on the P&ID, 3D model and instrument index.
- Ensure formal assurance events — HAZOP, HAZID, Model Reviews, Design Reviews — run with the client present and that every action closes out on time.
- Carry lifecycle engineering responsibility through to complete and accurate As-Built documentation, and hold deliverables to the contractual deliverable rejection KPI of under 3%.
- Own the engineering schedule within the Level 1–4 project schedule and drive recovery where the EPC partner slips.
Qualifications
- Degree qualified with 15+ years' relevant experience, including 10+ years in engineering management and control and at least 3 years in oil and gas project engineering management.
- Responsible for a minimum of three major oil and gas design projects.
- Proven experience managing an EPC contractor's or partner's engineering output from the client / technical authority side — design review, TQ resolution and acceptance of third-party deliverables.
- Demonstrated oversight of brownfield and interface/tie-in design, including correct adoption of existing 3D models, P&IDs and tag data, and application of Management of Change.
- Working knowledge of ISO 9001 and ISO 45001 as they apply to engineering design assurance.
- Visible safety leadership and a sound grasp of technical safety (HEMP, ALARP).
Preferred Qualifications
- Professionally Registered or Chartered Engineer.
- Polymer flooding, EOR or produced water / injection facility experience, ideally under a DBOT or Lease/Operate structure.
- Prior engineering delivery for or with an Oman or GCC national oil company, and familiarity with NOC engineering design system landscape, tagging specification and interface management requirements.
- Arabic language skills.
