Modern Technology Solutions, Inc. (MTSI) is seeking a highly skilled and mission‑focused Senior Financial Analyst to support the Office of the Under Secretary of Defense for Research and Engineering (OSW R&E), Multi-Domain Joint Operations. This position provides critical financial management expertise to the Accelerate the Procurement and Fielding of Innovative Technologies (APFIT) program, authorized under Section 3604, Title 10, United States Code.
APFIT provides bridge funding to small businesses and nontraditional defense contractors to help transition advanced technologies across the “valley of death” into production, accelerating capability delivery to the warfighter while strengthening the viability of emerging suppliers. The MDJO organization executes APFIT through an annual DoD‑wide solicitation, evaluation, and selection cycle. This role directly supports financial planning, execution, reporting, and compliance activities that enable APFIT to meet its statutory and mission objectives.
Work location: Alexandria / Washington, DC metropolitan area.
Key Responsibilities:
- Lead planning, programming, budgeting, and execution (PPBE) activities across complex defense portfolios.
- Develop, analyze, and manage multi‑year funding strategies, cost projections, and program execution plans aligned with APFIT objectives.
- Provide oversight of active, expired, and canceling‑year funds; perform reconciliations; monitor execution; and ensure compliance with fiscal policy and federal appropriations law.
- Prepare high‑quality executive briefings, decision papers, Congressional correspondence, and budget justification materials, including R‑Docs, P‑Docs, and Congressional Budget Justification Reports.
- Support acquisition planning by preparing funding documentation in systems such as DAI and assembling complete acquisition packages.
- Conduct program, financial, and technical analyses to support APFIT strategic planning and facilitate senior stakeholder decision‑making.
- Collaborate with cross‑functional DoD organizations, senior leadership, and external stakeholders to resolve complex financial issues.
- Evaluate proposals, support contracting processes, and ensure compliance with the FAR, fiscal law, and agency‑specific policies.
- Drive operational efficiency through process improvements, SOP development, workflow optimization, and improved financial governance.
- Develop tools, reports, and dashboards using Power BI and Microsoft Office Suite to enhance financial transparency and decision support.
Required Qualifications:
- Minimum of 10 years of experience in Planning, Programming, Budgeting, and Execution (PPBE).
- Experience supporting POM cycle activities and preparing senior‑level briefings.
- Familiarity with Congressional interactions, staffer briefings, and legislative processes.
- Comprehensive knowledge of Appropriation and Fiscal Law.
- Hands‑on experience with DoD Acquisition of Services processes.
- Advanced proficiency in forecasting, cost projections, and financial modeling.
- Expertise in financial and program analysis for large‑scale defense programs.
- Competence in technical proposal evaluation.
- Demonstrated capability in strategic planning aligned to long‑term organizational goals.
- Strong skills in cost baseline management and multi‑project financial oversight.
- Proven ability in operational streamlining, efficiency initiatives, and business process improvement.
- Excellence in records management and documentation control.
- Advanced proficiency in Power BI and the Microsoft Office Suite.
Desired Experience:
- Oversight and management of defense program budgets exceeding hundreds of millions of dollars, ensuring proper resource allocation and financial stewardship.
- Ability to synthesize complex financial data into actionable insights for senior leaders.
- Proven success collaborating across diverse functional and organizational lines, including OSD, military services, DARPA, and other national security entities.
- Experience proposing and implementing process improvements to enhance operations, lower cost, and streamline workflows.
- Background supporting high‑visibility DoD programs with rapid, mission‑driven execution requirements.
Education Requirements:
- Bachelor’s degree in Business, Finance, Accounting, Engineering, or a related discipline (required).
- Master’s degree (strongly preferred).
Security Clearance Requirements:
- Active Secret clearance.
- U.S. citizenship is required.
The pay range for this position is $120,000 to $155,000 per year. Base pay may vary depending on government contract labor category, relevant knowledge, skills, experience, and other factors.
