Work You’ll Do
As a Center Delivery Consultant, Software Engineering Solutions on the HCI team, you will join the infrastructure team supporting a new unified importer identity and onboarding platform — providing full visibility across every importer entity and individual applying on its behalf, all running on AWS.
You'll design, build, and operate cloud infrastructure for identity verification, biometric matching, and ACE Portal integration, working alongside developers, identity/policy specialists, and stakeholders through Release 1, Release 2, and ongoing O&M. You will work on core AWS infrastructure supporting a mobile identity-verification app, Salesforce orchestration, and ACE Portal integration, as well as biometric/identity services, including hosting and scaling Iprove (facial recognition/liveness) within AWS environment. In addition, integration infrastructure connecting to ATS/NVC (vetting), Salesforce, and ACE. Environments supporting Release 1 (Year 1 launch) and Release 2 running in parallel with steady-state O&M. Security infrastructure supporting the ATO process — access controls, audit logging, encryption for a system handling PII and biometric data. Scheduling/appointment infrastructure for background check and fingerprinting workflows, if in scope.
Key Responsibilities:
- Design and maintain AWS infrastructure using infrastructure-as-code (Terraform/CloudFormation)
- Build and maintain CI/CD pipelines across two concurrent release tracks. Configure networking, IAM, and security groups per federal requirements
- Stand up and scale compute for biometric/ML workloads under real onboarding volume
- Implement monitoring/logging/alerting (CloudWatch) to support O&M
- Support integration between AWS-hosted services, Salesforce, ATS/NVC, and ACE
- Support ATO documentation and audits (access control evidence, data flow diagrams, encryption, vulnerability scanning)
- Collaborate with identity/policy stakeholders on credentialing infrastructure. Support patching, tuning, and capacity planning as the platform scales

Qualifications
Required:
- Bachelor’s degree
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Active Top Secret clearance
- 3+ years of experience building/operating production AWS infrastructure.
- 3+ years of experience with infrastructure-as-code (Terraform, CloudFormation, or similar).
- 3+ years of experience working with AWS core services: VPC, IAM, EC2/ECS/Lambda, S3, RDS, CloudWatch.
- 3+ years of experience integrating with third-party or legacy government systems, such as federal security/compliance frameworks (FedRAMP, FISMA, NIST 800-53, ATO).
- 3+ years of experience with CI/CD tooling and automated deployment.
- Reside a commutable distance to Deloitte office in Gilbert, AZ, Mechanicsburg, PA, or Lake Mary, FL
- Able to travel up to 10%
Preferred:
- 2+ years of experience with identity verification, biometric, or credentialing systems
- 2+ years of experience with Salesforce integration patterns
- 2+ years of experience with CBP, DHS, or other federal law-enforcement systems
- 2+ years of experience supporting systems through an ATO process
- AWS certification (Solutions Architect, DevOps Engineer, or Security Specialty)
