The Pay Equity Bureau is responsible for administering the Pay Equity Act, 2009 and for implementing New Brunswick’s Pay Transparency Act. As the reporting requirements under that Act are phased in, the Bureau will receive compensation data from employers across the province, support those employers in reporting accurately, and publish what the data shows about wage gaps in New Brunswick.

What you will do:
You will be the Bureau’s analytical and technical lead on pay transparency reporting: the person who makes sure the data employers submit is sound, who turns that data into public reporting, and who helps build and improve the system that collects it.
Reporting to the Manager of the Pay Equity Bureau, you will:
Data quality and employer support
- Review employer submissions for completeness, internal consistency, and plausibility, and follow up with employers to resolve errors, omissions, and misapplied definitions.
- Develop practical tools and guidance that help employers gather and submit the right data the first time, including calculation templates, worked examples, data dictionaries, validation checklists, and instructional materials.
- Respond to technical questions from employers about what to report and how to calculate it, and identify where recurring confusion signals a need to change the guidance, the form, or the tool itself.
Analysis and reporting
- Produce the Bureau’s annual pay transparency report, including analysis of pay differences by gender and across equity groups, sectoral and occupational breakdowns, trend analysis, and a documented methodology that will withstand external scrutiny.
- Generate individual employer reports and aggregate reporting products.
- Apply statistical disclosure controls, including small-cell suppression, complementary suppression, and assessment of residual disclosure risk, so that published results cannot be used to identify individual employees.
- Work with Statistics Canada data sources such as the Labour Force Survey alongside employer-submitted data, and explain clearly where the two diverge and why.
- Provide expert advice to management and senior officials on data quality, reporting methodologies, statistical analysis, and the interpretation of pay transparency results.
- Identify trends, emerging issues, and risks within employer-submitted data and provide analysis and recommendations to support decision-making.
Reporting tool
- Act as the Bureau’s lead on the pay transparency reporting tool, working with Service New Brunswick and other partners on requirements, testing, releases, and issue resolution.
- Build and maintain the tool’s public-facing interactive visualizations, including the underlying data model, measures, drill-downs, filters, and comparison views.
- Contribute to the ongoing development and maintenance of the tool, front end and back end, including intake forms, validation rules, calculation logic, data preparation, and report generation.
- Ensure published visualizations meet accessibility requirements.
Compliance and Bureau support
- Support monitoring of employer compliance, including tracking which employers have reported, which have not, and what follow-up is required.
- Contribute to briefing materials, correspondence, presentations, and responses to requests for information.
- Perform other related duties as required.

Essential qualifications:
- A Bachelor’s degree in statistics, economics, data science, computer science, mathematics, or a social science discipline with a substantial quantitative component, and a minimum of 5 years of related experience.
- Demonstrated experience analyzing large administrative or survey datasets, including data cleaning, validation, and reconciliation.
- Demonstrated proficiency with Microsoft Excel
- Demonstrated proficiency in at least one statistical or analytical programming language (for example R, Python, SAS, Stata, or SPSS) and in SQL.
- Demonstrated experience producing written analytical reports or public-facing data products for non-technical audiences.
- Demonstrated experience developing reports and dashboards in Microsoft Power BI, including data modelling and the creation of measures (DAX), not solely as a consumer of reports built by others.
- Knowledge of web application development, including both front-end and back-end components.
An equivalent combination of education, training, and experience may be considered.

Asset qualifications:
Preference may be given to candidates who possess one or more of the following asset qualifications:
- Knowledge of statistical disclosure control methods, including small-cell and complementary suppression.
- Experience working with Statistics Canada data sources, including the Labour Force Survey, or with Research Data Centre microdata.
- Knowledge of pay equity or pay transparency legislation.
- Experience acting as a business lead on a system or application development project.
- Experience designing surveys, forms, or other data collection instruments.
- Experience designing data visualizations that meet accessibility standards for keyboard and assistive technology users.
- Experience delivering a Power BI or comparable data product.
Subject to the response to this competition, candidates may be required to demonstrate one or more of the asset qualifications on their application, in addition to the essential qualifications, in order to be given further consideration.

Work location and flexibility:
This position is based in Fredericton, with the option to work remotely, or a hybrid arrangement, from anywhere in New Brunswick. Occasional travel may be required.
Salary:
Pay Band 5: $68,276 to $95,342 annually, commensurate with experience.
