Public Works currently has a vacancy for a Project Manager III (5506) within the Bureau of Project Management in the Project Delivery Division (PJD).

Job Description

Public Works is seeking a Project Manager III (5506) for two upcoming projects, Ocean View Branch Library and Chinatown Branch Library Renovation.

Ocean View Branch Library:

Phase:          Planning (environmental review)

This project consists of planning, design and new construction of this branch library, to replace the existing building after land purchase in the Ocean View neighborhood of San Francisco. The existing Ocean View Branch Library is too small to accommodate the diverse needs of the community. The new design is envisioned to be a 22,500 square-foot, 3-story building on a 20,000 square foot lot. Library programming will include core branch media storage/circulation and staff work areas; children's library and teen space; public /learning space; public technology area; restrooms/storage; building support for mechanical, electrical, plumbing, communications, elevator, etc. The site will also incorporate a child development center including outdoor play area and shared community space, as part of the mixed-use facility.  Site and building development will involve multiple City and utility agencies for project development and aim for USGBC LEED Gold Certification.  Project will be fast-tracked.

Chinatown Branch Library Renovation:

This project is the complete renovation of the Chinatown Him Mark Lai Branch Library at 1135 Powell Street in San Francisco. The building was built in 1921 and is a San Francisco registered historic landmark. The building underwent significant renovation and addition in 1995 to add a large rear yard addition, seismic strengthening and accessibility upgrades including two elevators. The structural retrofit resulted in the diminishment of the landmarked Main Reading Room. This project will renew the historic grandeur of the Main Reading Room through removal of the prior retrofit in addition to complete building renovation. The scope includes selective demolition, new architectural finishes, sitework, utilities, structural updates, mechanical, plumbing, electrical, fire protection, telecommunication, security, elevator, and audiovisual systems. Building exterior improvements include façade repair, historic façade restoration, roofing, and a new roof terrace. The project requires USGBC LEED Gold certification.

Under administrative direction, the Project Manager III plans, organizes, directs and controls all or part of either a highly complex engineering or architectural project from concept through design and construction to closeout of the project contract.

Important and Essential Duties:

Your duties as a Project Manager III may include, but are not limited to, the following:

• Planning, organizing, and directing all phases of the project including but not limited to:• Assembling design teams.
• Executing solicitations for professional services and construction contracts.
• Selecting project delivery methods.
• Managing the design phase, including design coordination meetings and facilitation of issue resolution in support of the project objectives.
• Facilitating the regulatory approval process.

• Monitoring the project budget, funding, schedule, design, planning activities, and change orders.
• Coordinating work of a multi-disciplinary technical staff across organizational boundaries.
• Coordinating and working with Construction Management professionals to ensure the product complies with the contract for construction, codes, and City and County of San Francisco (CCSF) Standards.
• Communicating and working with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and CCSF departments.
• Serving as a primary contact for all parties involved in the project.
• Conducting onsite visits to job and meeting locations.
• Present projects at public meetings and Board of Supervisors.

Qualifications

Minimum Qualifications:

Experience: 

1. Bachelor’s degree in architecture, engineering, or planning plus eight (8) years of responsible architectural, engineering or construction management experience,

OR

2. Bachelor's Degree in another field plus ten (10) years of responsible experience in a field directly related to the project,

OR

3. Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project,

OR

4. Valid California registration as a professional Engineer or Architect, plus four (4) years of project coordination experience for major architectural, engineering or construction projects.

Note: One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
