Location: Hybrid - Washington, DC metropolitan area. Work will primarily support the client on-site in the Washington, DC area, with some work performed offsite at the contractor facility. Telework is available subject to coordination with the Government Technical Monitor (GTM) and completion of the client’s required telework agreement.
Contract: Supporting a federal government client’s enterprise IT modernization program. Potential five-year period of performance, contingent upon contract award.
Clearance/Screening Requirements: Active Secret security clearance required prior to contract performance. Contractor personnel must comply with the client’s security requirements and execute required nondisclosure agreements.
Position Summary:
PBG’s McLean, VA office is seeking an experienced Senior Data Scientist to support a federal government client’s evolving data needs through advanced analytics, including statistical modeling, machine learning, trend analysis, predictive modeling, and forecasting. This Key Personnel role will design sophisticated approaches for large, complex data sets, shape data-driven solutions with stakeholders, strengthen the client’s data quality, security, and accessibility, and translate technical findings into actionable insight for Government officials and policymakers.
Key Responsibilities:
The Senior Data Scientist shall be responsible for the following (subject to evolving needs):
- Lead in-depth data analyses and visualizations, including trend analysis, predictive modeling, and forecasting, to identify patterns, trends, and relationships that inform policy and program decisions.
- Design, validate, and refine statistical and machine-learning models for complex mission and humanitarian data.
- Establish analytical methods, documentation, and quality checks so analyses are reproducible and defensible.
- Partner with stakeholders inside and outside the client organization to frame high-priority questions and develop data-driven solutions that inform policy decisions.
- Lead the standardization, management, and visualization of programmatic and financial reporting from partners within a central database and dashboard ecosystem.
- Apply advanced analytics to evaluate partner performance, identify efficiencies, and generate quantitative evidence of programmatic success.
- Identify, analyze, integrate, and visualize publicly available data to enhance self-service humanitarian contextual dashboards and provide a unified, timely, data-driven understanding of conditions affecting populations of concern worldwide.
- Translate complex findings and model outputs into clear dashboards, reports, presentations, and decision-support products for Government officials and policymakers.
- Develop and maintain databases, data dictionaries, and documentation that support data quality, security, privacy, accessibility, and repeatable analysis.
- Provide senior analytical leadership for the client’s monitoring and evaluation (M&E) data ecosystem, including methods for cleaning, transforming, analyzing, and making partner data accessible.
- Develop and refine analytical methods for reporting data and deliver findings through Power BI dashboards, reports, and other analytical products.
- Serve as a senior technical resource for emerging analytics needs and independently develop rigorous approaches to complex problems.
Minimum Qualifications:
- Bachelor’s degree or higher in statistics, computer science, mathematics, or a related field.
- Minimum of 5-10 years of relevant professional experience in data science, statistical modeling, and machine learning.
- Strong analytical and quantitative skills, including expertise in Python, R, and SQL.
- Demonstrated ability to design and implement complex analytical models and techniques for large, complex data sets.
- Experience with business intelligence tools such as Power BI or Tableau.
- Knowledge of data management best practices, including data quality, security, and privacy requirements.
- Exceptional analytical and problem-solving capabilities, with excellent written, verbal, and presentation skills and the ability to communicate complex technical concepts to non-technical audiences.
- Experience collaborating across organizations, building consensus, and obtaining required system authorizations.
- Self-motivated and capable of independently leading complex analytical work, with strong time and resource management skills.
- Active Secret security clearance required prior to contract performance and ability to obtain and maintain a client-issued badge.
