Full description

Position: Geospatial Data Analyst

Location: Classified (TS/SCI) work on-site in Arlington, VA and the NRCC as directed

Clearance: An active Top Secret clearance and eligible for SCI access at time of hire.

ASET Partners LLC dba ASET Partners, an ODRG Company, is hiring a full-time Geospatial Data Analyst to design, build, and maintain the communications infrastructure datasets behind CISA's undersea cable and network analysis program.

About the role

You will own the data layer of CISA's UCI/NDAC program: the Infrastructure Data Structure (IDS) that feeds the Infrastructure Mapping Tool (IMT). That includes the schema, the data dictionary, the Data Management Plan, and every dataset release that reaches production.

You will acquire and validate Federal telecommunications usage and capacity data and other infrastructure feeds, integrate them into the IDS inside CISA IT infrastructure, and keep the geospatial database performant, secure, and aligned to CISA enterprise data lifecycle requirements.

Key responsibilities

  • Produce and maintain the IDS Design Description (data schema, data system architecture, data dictionary, and Data Management Plan) and deliver dataset design and specifications before any production dataset update.
  • Develop and test datasets within designated CISA IT infrastructure, storing raw datasets and source feeds on CISA enterprise infrastructure and keeping them aligned with CISA data architecture and schema requirements.
  • Align all dataset development, integration, validation, and testing with CISA IT enterprise data lifecycle requirements.
  • Acquire, update, validate, and maintain Federal Government telecommunications usage and capacity data at least semi-annually for use in the IMT.
  • Integrate new telecommunications resource data into the IDS as it becomes available.
  • Deliver complete documentation and annotated source code for all IMT data, including data dictionaries and frameworks.
  • Deliver monthly IDS documentation and Infrastructure Data Integration Assessments and Validation, quarterly IDS layer updates, and the annual full normalization update.
  • Design, operate, tune, and secure the geospatial database supporting the IMT; monitor performance and capacity and coordinate configuration with system, software, and security teams.
  • Maintain interconnections between the IDS database, the IMT and related applications, and other enterprise data systems.
  • Support data handoff during transition, including integrating the IDS onto Government or successor equipment.

Required qualifications

  • Bachelor's degree plus 12 years of specialized experience, or Master's degree plus 10 years, or 16 years of specialized experience in lieu of a degree (GTSS BPA Geospatial Database Administrator (Sr) minimums).
  • Designs, implements, operates, maintains, and repairs DHS geospatial databases.
  • Monitors geospatial database performance and capacity, and implements measures to improve efficiency and security.
  • Configures hardware and software in coordination with system, software, and security teams.
  • Develops geospatial database structure to meet emerging mission requirements, strengthen security posture, and improve information handling and sharing.
  • Maintains network interconnections between the database, systems and applications, and other databases and systems.
  • Enterprise geospatial database design and administration (enterprise geodatabases on SQL Server, PostgreSQL/PostGIS, or Oracle), including schema design, indexing, performance tuning, backup and recovery.
  • Data management discipline: data dictionaries, Data Management Plans, data lifecycle, metadata, and versioned dataset releases.
  • ETL and data validation using ArcGIS tools (ArcGIS Pro, ArcGIS Data Interoperability/FME) and Python (ArcPy, ArcGIS API for Python, SQL).
  • Background in a telecommunications discipline, with experience handling network or communications infrastructure data.
  • Working knowledge of cybersecurity and IT security as applied to databases (access control, hardening, NIST SP 800-53 controls).
  • Intermediate or better proficiency with the Esri ArcGIS product suite.
  • Strong technical writing for design descriptions and data documentation.
  • Personable and client-facing: builds rapport with Government customers and teammates, communicates clearly, and works well on a small team.
  • An active Top Secret clearance and eligible for SCI access at time of hire.
