Salary Range: $30.84-$44.49 per hour

SUMMARY

The Los Angeles County Department of Homeless Services and Housing (HSH) consolidates our countywide response to homelessness. The driving force behind HSH is increasing accountability and transparency, improving care for people experiencing or at risk of homelessness, and streamlining collaboration with partners including services providers, the County’s 88 cities, and unincorporated areas to deliver high-quality, life-saving services. Staff schedules are based on business need and may include the option of a hybrid work schedule where employees work remotely and from the office.

This position performs complex fiscal analysis, budgeting, forecasting, claiming, and financial reporting to support the Department of Homeless Services and Housing’s financial operations and ensure the effective and accountable management of departmental resources. Responsibilities include developing and monitoring budgets and annual financial plans; preparing reimbursement claims; projecting expenditures and revenues; monitoring funding utilization and contract expenditures; and performing financial reconciliations. The position analyzes financial data to identify trends, variances, funding concerns, and other fiscal issues and recommends corrective actions as needed. The position also provides fiscal guidance and support across the Department, assists with audits and contract fiscal monitoring, and completes special fiscal analyses and assignments.

ESSENTIAL FUNCTIONS

  • Analyzes reimbursement requirements for Federal, State, grant-funded, and other special programs to ensure claims comply with applicable regulations and maximize revenue recovery.
  • Prepares and supports claims, billings, cost reports, mandated financial reports, and other reimbursement documentation.
  • Conducts complex fiscal analyses and develops financial management reports, including expenditure analyses, revenue forecasts, cost studies, and financial projections.
  • Develops and monitors annual financial plans, program budgets, and funding allocations; analyzes performance against established budgets and provides recommendations to management.
  • Reviews and reconciles financial and program data to ensure accuracy, completeness, and integrity of financial reporting.
  • Tracks expenditures and revenues for programs supported by multiple and braided funding sources and ensures costs are appropriately allocated to available funding.
  • Develops, analyzes, and monitors reimbursement, administrative, and billing rates to reflect actual costs and maximize cost recovery.
  • Analyzes contractual funding and costs and assists in developing financial rates and allocations for agreements with County and non-County providers.
  • Reviews and interprets grant and funding requirements and monitors compliance with fiscal, regulatory, reporting, and reimbursement requirements.
  • Supports Federal, State, grantor, Single Audit, Auditor-Controller, and annual financial audits, including preparation of supporting documentation and responses to audit findings.
  • Assists with contract fiscal monitoring, identifies fiscal or compliance issues, and assists in developing and monitoring corrective action plans.
  • Analyzes program performance and financial data to identify trends, discrepancies, operational issues, and opportunities for corrective action or improved cost effectiveness.
  • Evaluates accounting and financial processes and recommends improvements to systems, procedures, controls, and reporting practices.
  • Develops and updates fiscal policies and procedures related to accounting controls, internal controls, financial reporting, recordkeeping, and audit trails.
  • Assists with budget development, forecasting, financial reporting, claims and billings, and year-end closing activities.
  • Coordinates department-wide financial assignments and reporting requirements with Finance team members and other organizational units.
  • Serves as a Finance liaison to Program Offices and other key stakeholders, providing fiscal guidance and participating in discussions involving budgets, funding, expenditures, contracts, claims, and financial compliance.

JOB QUALIFICATIONS

Completion of accounting courses in an accredited college equivalent to 21 semester units or 32 quarter units including at least two courses in advanced accounting subjects such as governmental accounting, computerized accounting or auditing -AND- One year of professional accounting or responsible staff experience in health care financial operations.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearance of the Live Scan process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

  • Experience working with Microsoft Office Excel, Word, and eCAPS financial system, including creation of various health care financial reports, financial tables, financial charts, and financial graphs.
  • Experience managing complex programs with multiple and/ or braided funding streams.
  • Experience in budgeting, forecasting, year-end-closing, and performing financial work including developing financial program summaries supporting homelessness, housing, or social services programs.
  • Experience identifying deficiencies in financial systems to determine necessary corrective measures to correct the deficiencies.
  • Experience performing routine audits, reviewing and analyzing invoices and supporting financial documentation for government-funded healthcare programs, grant-funded agencies, nonprofit organizations, or contracted service providers.
  • Strong analytical skills and experience in forecasting and budgeting, preparing financial reports.
  • Ability to conduct complex fiscal analyses and independent research.
  • Ability to complete assignments with minimal instructions.
  • Ability to work collaboratively across units to gather, combine, analyze, and interpret data.
  • Exhibit critical-thinking and problem-solving abilities.
  • Excellent communication and technical skills (i.e. Excel).
  • Ability to work in a fast-paced environment while working on multiple assignments and meeting short deadlines.
