The Business Analyst supports business analysis, requirements management, process improvement, data analysis, reporting, and stakeholder engagement activities supporting the National Park Service.

This position works closely with Government stakeholders, technical teams, and business users to identify operational needs, document requirements, improve business processes, support software enhancement initiatives, and contribute to the successful delivery of technology solutions that advance mission objectives.

The Business Analyst plays a key role in bridging the gap between business and technical teams by translating operational needs into actionable requirements and supporting project execution through the full solution lifecycle..

Responsibilities

  • Gather, document, analyze, and validate business and functional requirements.
  • Facilitate stakeholder meetings, interviews, workshops, and working sessions to understand operational goals, challenges, and priorities.
  • Analyze business processes, workflows, reporting capabilities, and operational procedures to identify opportunities for improvement and efficiency gains.
  • Develop business requirements, functional requirements, user stories, process flows, use cases, and acceptance criteria.
  • Support software enhancement and modernization initiatives through requirements analysis and stakeholder engagement.
  • Work closely with technical teams to clarify business requirements and help ensure delivered solutions align with operational objectives.
  • Analyze reporting requirements and support the development of data-driven solutions and performance metrics.
  • Assist with testing activities, including requirements validation, user acceptance testing, defect tracking, and implementation support.
  • Create and maintain business process documentation, workflows, user guides, training materials, and project artifacts.
  • Identify and document business risks, assumptions, dependencies, and operational impacts associated with project activities.
  • Support change management and user adoption activities associated with new capabilities and process improvements.
  • Prepare reports, briefings, presentations, and status updates for project leadership and stakeholders.
  • Support continuous improvement efforts across business processes, reporting capabilities, and operational workflows.
  • Collaborate effectively with project managers, developers, analysts, and customer stakeholders.
  • Perform other duties as assigned.

Qualifications

  • High school diploma or GED equivalent.
  • 5+ years of experience providing business analysis, operational analysis, consulting, or process improvement support.
  • Experience gathering, documenting, and managing business and functional requirements.
  • Experience supporting software development, implementation, modernization, or operational support initiatives.
  • Experience analyzing business processes and developing recommendations for improvement.
  • Experience creating process flows, workflow diagrams, use cases, user stories, and requirements documentation.
  • Ability to successfully pass required background and drug screening.

Preferred Qualifications:

  • Bachelor's degree in Business, Information Systems, Information Technology, Public Administration, Data Analytics, or a related field.
  • Experience supporting Federal civilian agencies.
  • Experience supporting the National Park Service or Department of the Interior.
  • Experience with process improvement, reporting, business intelligence, workflow automation, or data analytics initiatives.
  • Experience working within Agile, Scrum, Waterfall, or hybrid delivery environments.
  • Business analysis certification such as CCBA, PMI-PBA, or equivalent.
  • Experience supporting application modernization or digital transformation initiatives.

  • Familiarity with software development lifecycle methodologies.
  • Strong analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Knowledge of requirements management methodologies and business analysis best practices.

  • Knowledge of process improvement, workflow analysis, and operational planning concepts.
  • Working knowledge of software development and system lifecycle concepts.

  • Ability to manage multiple priorities in a fast-paced environment.
  • Ability to work independently and collaboratively in a distributed team environment.
