Requirements

Candidates must hold an architectural degree and possess 4-5 years of relevant experience in project management and financial analysis. Proficiency in MS Project, Excel, and knowledge of local regulatory guidelines such as URA and BCA are required.

Full description

The role bridges investment, development, and asset management, focusing on value creation, compliance, and performance across the project lifecycle.

Responsibilities:

1. Project Planning & Feasibility

  • Conduct detailed feasibility studies for potential investment and development projects in line with URA zoning and planning regulations.
  • Coordinate with consultants (architects, QS, M&E engineers) to prepare concept and budget proposals.
  • Evaluate project financials including IRR, NPV, ROI, and risk sensitivity.
  • Ensure alignment with fund investment strategy and asset class objectives.
  • Prepare detailed project timeline, milestones, and critical path schedules.

2. Budgeting & Financial Management

  • Develop and manage project budgets, cost estimates, and cash flow forecasts.
  • Liaise with finance teams on drawdowns, payment approvals, and audit compliance.
  • Support quarterly asset valuations and fund reporting requirements.
  • Oversee procurement and tendering processes in compliance with corporate governance.

3. Design, Development & Construction Management

  • Manage design development, authority submissions, and approvals with BCA, URA, NEA, SCDF, and LTA.
  • Coordinate tendering and appointment of consultants, contractors, and vendors.
  • Monitor construction progress, quality assurance, and workplace safety compliance under MOM regulations.
  • Conduct regular site meetings, manage change orders, and update progress reports.
  • Ensure timely completion, TOP/CSC acquisition, and defect rectification.

4. Stakeholder & Investor Coordination

  • Act as primary liaison among fund managers, JV partners, consultants, and government authorities.
  • Support due diligence, project audits, and investor site visits.
  • Facilitate communications with tenants, community stakeholders, and marketing agents.

5. Risk & Compliance Management

  • Identify key project and financial risks and develop mitigation strategies.
  • Ensure full compliance with Singapore’s ESG standards, PDPA, and fund-level sustainability reporting.
  • Coordinate legal and insurance documentation throughout the project lifecycle.
  • Maintain proper records in accordance with fund governance and statutory requirements.

6. Asset Delivery & Exit Strategy

  • Oversee handover and operational readiness for leasing or divestment.
  • Coordinate with asset management teams on post-completion operations.
  • Support marketing and sales efforts to optimize investment returns.
  • Assist in exit strategy formulation and performance analysis for post-project review.

7. Leadership & Team Management

  • Promote collaboration between investment, development, finance, and legal departments.
  • Implement project management systems
  • Champion process improvement and ensure efficient reporting systems.

Tools & Skills Required:

  • Software: MS Project, Excel (financial modeling),
  • Skills: financial analysis, stakeholder management, regulatory compliance, leadership.
  • Knowledge: URA guidelines, BCA codes, local contract law, fund structures, and ESG compliance.
  • Architectural degree.

Working hours:

Mon to Fri, 9:30am to 6:30pm
