We are seeking a Senior Business Solutions Analyst – Core Financial Systems with solid grasp of Accounting and Finance. In this role, you will analyze complex workflows and system, find opportunities for improvement, and recommend approaches that strengthen processes and controls. Working across functional and technical teams, you will evaluate options and guide initiatives from analysis through implementation.

- Guide and mentor a team of business systems analysts in business analysis practices, methods, and technical approaches.
- Partner with Finance to develop and execute a business transformation strategy that aligns with organizational goals.
- Provide techno-functional guidance across Oracle EBS applications, related integrations, data, and financial processes.
- Collaborate with application development teams to build consensus, navigate different perspectives, and deliver effective solutions.
- Develop BRDs, FRDs, use cases, user stories, process flows, and other related documentation as needed.
- Assess proposed changes for impacts to upstream and downstream systems, data, controls, integrations, and business operations.
- Lead technical projects and workstreams of moderate to considerable size from planning through implementation.
- Apply knowledge of accounting, federal cost principles, internal controls, and compliance requirements when defining and evaluating application changes.
- Translate complex business and technical information into clear, concise communications for executive audiences.
Qualifications
You meet our minimum qualifications for the job if you:
- Hold a Bachelor's degree in Computer Science, Information Systems, Accounting Information Systems, Management Information Systems, Accounting, or a related field.
- Have 8+ years of experience designing, implementing, and supporting enterprise applications, including 5+ years supporting Oracle E-Business Suite or comparable ERP platforms.
- Demonstrate technical expertise in three or more Oracle EBS modules (GL, AP, AR, Projects/Contracts, or Billing), including application configuration, integrations, and system dependencies.
- Have 3-5+ years of technical leadership experience leading enterprise application implementations, enhancements, or modernization efforts.
- Possess experience throughout the Software Development Life Cycle (SDLC), including requirements analysis, solution design, testing, deployment, and production support.
- Demonstrate proficiency with SQL, relational databases, application integrations, and troubleshooting complex enterprise systems.
- Possess working knowledge of GAAP, federal cost principles, and compliance requirements as they relate to enterprise financial systems.
- Communicate effectively with technical teams, business partners, and leadership.
- Are able to obtain Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

- Hold a CBAP, PMI-PBA, Oracle, or other relevant technical certification.

- Have experience supporting enterprise applications in a government contracting, FFRDC, or UARC environment.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
