Overview:

The Virginia Department of Medical Assistance Services (DMAS) is seeking an experienced Infrastructure Solutions Architect 3 to serve as a technical lead for a new Fiscal Agent Services (FAS) technology solution supporting the Medicaid Enterprise System (MES).

The role will oversee solution architecture, technical implementation, integration, security, cloud adoption, and enterprise architecture alignment while working with business stakeholders, program leadership, vendors, system integrators, and technical teams.

Maximum Vendor Rate: $117.24/hr

Qualified candidates should have extensive experience in enterprise architecture, architectural modeling, data management, security, cloud platforms, stakeholder engagement, and large-scale IT systems.

Candidates should have strong experience with Azure, AWS, or equivalent cloud platforms, as well as experience collaborating with vendors, system integrators, and multidisciplinary teams.

Experience with Medicaid, MMIS, MES, healthcare IT, MITA, interoperability, enterprise integration, and federal requirements is highly preferred.

Job Description:

The Infrastructure Solutions Architect 3 will provide technical leadership for the implementation and governance of a new Fiscal Agent Services solution within the Medicaid Enterprise System.

The role will evaluate architecture and integration requirements, provide guidance on APIs, data exchange, security, cloud strategies, and enterprise integration, and ensure solutions align with enterprise architecture standards, CMS guidelines, MITA maturity goals, and federal modularity requirements.

The selected candidate will also develop architectural documentation, participate in governance and architectural reviews, collaborate with cybersecurity teams, and provide technical guidance throughout the solution lifecycle.

Responsibilities:

  • Lead and guide the technical implementation of a new Fiscal Agent Services module within the Medicaid Enterprise System.
  • Oversee solution architecture and alignment with enterprise architecture standards and technical policies.
  • Evaluate integration requirements across Medicaid modules, including Eligibility and Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.
  • Provide architectural guidance for system interfaces, APIs, data exchange standards, security models, and cloud adoption.
  • Develop logical and physical architecture diagrams, data flow documentation, integration patterns, and technical roadmaps.
  • Ensure solutions align with CMS guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
  • Collaborate with cybersecurity teams to support NIST, HIPAA, state security policies, and other applicable controls.
  • Participate in architectural governance, technical reviews, and change management processes.
  • Assess proposed solutions for sustainability, maintainability, and alignment with business and technical requirements.
  • Collaborate with vendors, system integrators, business stakeholders, developers, business analysts, and project teams.
  • Provide technical leadership throughout the solution lifecycle.
  • Communicate complex technical concepts clearly to technical and non-technical stakeholders.
  • Support modernization and enterprise architecture initiatives.

Minimum Qualifications:

  • 10+ years of experience in architectural modeling, data management, and security best practices.
  • 10+ years of experience communicating technical concepts to non-technical audiences and engaging stakeholders.
  • 10+ years of experience collaborating with vendors, system integrators, and multidisciplinary teams.
  • 10+ years of experience with cloud platforms such as Azure, AWS, or equivalent.
  • Strong enterprise architecture, integration, data management, and security knowledge.
  • Ability to develop and interpret architectural diagrams, data flows, integration patterns, and technical roadmaps.
  • Strong analytical, problem-solving, communication, and stakeholder management skills.
  • Ability to work effectively with technical teams, business stakeholders, vendors, and leadership.

Preferred Qualifications:

  • 10+ years of experience supporting large-scale healthcare or government IT systems, preferably Medicaid or MES.
  • Strong understanding of the MITA framework and federal interoperability requirements.
  • Experience with Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, and HTML5.
  • Experience with databases, ETL tools, relational databases, SharePoint, X12, and legacy programming environments.
  • Strong knowledge of enterprise integration, service-oriented architecture, APIs, cloud computing, ETL, and modular system design.
  • 8+ years of experience with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES).
  • 8+ years of experience in state government, public sector consulting, or large enterprise architecture environments.

Compensation: Pay Rate: $117.24 per hour.

Schedule: The position requires the contractor to work onsite 2 days per week.
