Project Manager – Multifamily Construction & Rehabilitation

Position Summary

We are seeking an experienced Project Manager to oversee residential multifamily construction projects, including apartment renovations, occupied-property rehabilitation, capital improvements, and new construction. The Project Manager will be responsible for managing projects from initial planning and budgeting through bidding, construction, inspections, closeout, and turnover.

The ideal candidate will have hands-on knowledge of residential and multifamily construction and experience coordinating contractors, architects, engineers, property management staff, vendors, inspectors, and ownership. This position requires someone who can manage multiple projects simultaneously while maintaining control of budgets, schedules, quality, safety, and resident impact. Experience working in occupied apartment communities is highly desirable.

Key Responsibilities

Project Planning & Preconstruction

  • Manage construction and rehabilitation projects from initial concept through completion.
  • Conduct site inspections and evaluate existing building conditions to determine required repairs and improvements.
  • Develop detailed scopes of work, project specifications, budgets, schedules, and bid packages.
  • Review architectural drawings, engineering plans, specifications, and construction documents for completeness and constructability.
  • Identify potential project risks, conflicts, and unforeseen conditions before construction begins.
  • Coordinate required permits, approvals, utility work, inspections, and other preconstruction requirements.
  • Assist with value engineering and recommend practical alternatives that reduce costs without sacrificing quality or long-term performance.

Bidding & Contractor Management

  • Prepare and issue bid packages to qualified contractors and vendors.
  • Conduct pre-bid meetings and site walks.
  • Review contractor proposals to confirm that pricing, quantities, materials, exclusions, allowances, and schedules comply with the project scope.
  • Prepare bid comparisons and make recommendations regarding contractor selection.
  • Negotiate pricing, schedules, change orders, and contract terms when appropriate.
  • Verify that contractors maintain required licenses, insurance, permits, and other documentation.
  • Monitor contractor performance throughout the project.

Construction Management

  • Provide day-to-day oversight of active construction and rehabilitation projects.
  • Conduct regular site visits and construction meetings.
  • Monitor contractor progress against approved schedules and budgets.
  • Confirm that work is performed according to plans, specifications, manufacturer requirements, applicable codes, and company standards.
  • Coordinate the work of general contractors, subcontractors, vendors, architects, engineers, consultants, and property management personnel.
  • Review Requests for Information (RFIs), submittals, shop drawings, product information, and proposed substitutions.
  • Identify construction problems and work with the appropriate parties to develop practical solutions.
  • Document project progress through meeting notes, photographs, reports, schedules, and other project records.

Multifamily Rehabilitation & Occupied Properties

  • Manage renovations and capital improvement projects within occupied multifamily communities.
  • Coordinate construction activities with property managers, maintenance teams, leasing staff, and residents.
  • Develop phasing plans that minimize disruptions to residents and normal property operations.
  • Coordinate temporary shutdowns of water, electrical, HVAC, fire protection, elevators, and other building systems when necessary.
  • Manage apartment turnover renovations and unit rehabilitation programs involving multiple units and contractors.
  • Maintain safe, clean, and controlled construction areas within occupied buildings.

Projects may include apartment renovations, kitchens and bathrooms, flooring, painting, doors and hardware, windows, roofing, siding, masonry, common-area renovations, electrical systems, plumbing, HVAC, fire protection, elevators, accessibility improvements, site improvements, and other major building systems.

New Construction

  • Manage new multifamily construction projects from preconstruction through final turnover.
  • Coordinate site development, foundations, structural work, building envelope, MEP systems, interior finishes, and site improvements.
  • Work closely with architects and engineers to resolve design and field conditions.
  • Monitor construction sequencing and critical-path activities.
  • Coordinate utility companies, municipal departments, inspectors, and other authorities having jurisdiction.
  • Participate in building inspections, commissioning, punch-list development, certificate-of-occupancy activities, and final turnover.

Budget & Cost Control

  • Develop and maintain project budgets and cost forecasts.
  • Review contractor applications for payment and verify completed work before recommending payment.
  • Track contracts, purchase orders, allowances, contingencies, committed costs, and actual expenditures.
  • Review and negotiate change-order requests.
  • Identify potential cost overruns early and develop corrective actions.
  • Maintain accurate financial reporting throughout each project.

Scheduling

  • Develop and maintain project schedules and milestone dates.
  • Review contractor schedules and monitor progress against established deadlines.
  • Identify schedule delays and require contractors to provide recovery plans when necessary.
  • Coordinate work around property operations, resident needs, inspections, material deliveries, and contractor availability.
  • Provide regular schedule and project-status updates to management.

Quality Control & Project Closeout

  • Inspect completed work for quality and compliance with project requirements.
  • Develop and manage punch lists.
  • Confirm correction of deficiencies before final acceptance.
  • Coordinate final inspections and required approvals.
  • Collect warranties, as-built drawings, equipment manuals, permits, inspection records, lien releases, and other closeout documentation.
  • Coordinate turnover of completed projects to property management and maintenance teams.
  • Conduct warranty inspections and coordinate correction of warranty items when necessary.

Qualifications

  • Minimum 5 years of construction project management experience, preferably involving residential or multifamily properties.
  • Demonstrated experience with multifamily rehabilitation, apartment renovations, capital improvements, and/or new construction.
  • Strong knowledge of residential and commercial construction methods, materials, sequencing, and building systems.
  • Ability to read and interpret architectural, structural, mechanical, electrical, plumbing, and civil drawings.
  • Experience preparing scopes of work, construction budgets, bid packages, and project schedules.
  • Experience soliciting and evaluating contractor bids.
  • Strong understanding of construction contracts, change orders, payment applications, RFIs, submittals, and project closeout.
  • Knowledge of building codes, permitting requirements, accessibility requirements, and construction safety practices.
  • Experience working within occupied multifamily properties is strongly preferred.
  • Strong organizational and problem-solving abilities.
  • Ability to manage multiple projects, contractors, deadlines, and priorities simultaneously.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Excel, Word, Outlook, Yardi, and construction/project-management software.
  • Valid driver's license and ability to travel between project sites as required.

Preferred Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, Business, or a related field; equivalent construction experience will also be considered.
  • Experience with affordable housing, subsidized housing, or HUD-related multifamily properties.
  • Familiarity with HUD construction standards and accessibility requirements.
  • Experience managing occupied rehabilitation projects.
  • OSHA 10 or OSHA 30 certification.
  • Experience with large capital improvement programs involving multiple properties.
  • Experience developing long-term capital plans and construction budgets.

Work Environment

This position requires a combination of office and field work. The Project Manager will regularly visit active construction sites and occupied apartment communities and must be comfortable working around active construction operations.

The position may require climbing stairs and ladders, walking construction sites, entering mechanical and utility spaces, inspecting occupied and vacant apartment units, and working outdoors in varying weather conditions.

Position Objective

The Project Manager's primary objective is to deliver safe, high-quality construction projects on schedule and within budget while minimizing disruption to residents and property operations. The Project Manager is expected to take ownership of assigned projects, anticipate problems before they affect construction, hold contractors accountable, and ensure that completed work meets the company's standards for quality, durability, cost, and long-term property performance.
