Position: Project Manager – Elderly Inclusion & Empowerment
Location: Multiple locations – Ranchi (Jharkhand)
Reporting To: National Project Manager – Elderly Inclusion & Empowerment
Based at : - State Rural Livelihood Mission (SRLM) State Programme Management Unit (SPMU) office
Project Duration: 3 Years (annual contract, renewable based on performance and availability of funds)
BACKGROUND
HelpAge India, in partnership with DAY–NRLM and participating SRLMs, is implementing a multi-state pilot to integrate elderly care, active ageing, and community-based caregiving within the Food, Nutrition, Health, and Water, Sanitation, and Hygiene (FNHW) framework. The initiative aims to build scalable, community-led elderly inclusion systems through SHG–VO–CLF platforms, strengthen government convergence, and develop caregiving cadres and care economy approaches. To support state-level implementation, a Project Manager– Elderly Inclusion & Empowerment will be positioned within the respective SRLM SPMU.
PURPOSE
The State Project Manager – Elderly Inclusion & Empowerment will provide state-level technical, operational, and coordination support for implementing the Operational Framework under the MoU between HelpAge India and the respective SRLM. The role includes integrating elderly-focused interventions within SRLM systems, strengthening implementation across pilot districts and blocks, facilitating government convergence, and supporting institutionalisation within DAY–NRLM, while guiding district/block teams, community institutions, and caregiving cadres to deliver agreed programme outcomes.
KEY RESPONSIBILITIES
1. Programme Coordination and Implementation
· Lead coordination and implementation of the Operational Framework across pilot districts and blocks, ensuring alignment with state plans and the HelpAge India–SRLM MoU.
· Act as the key liaison between SRLM and HelpAge India to drive smooth planning, integration of elderly inclusion within SHG–VO–CLF and FNHW systems, and overall programme delivery.
· Monitor progress, address implementation gaps, and support trainings, exposure visits, and review mechanisms to ensure timely and effective outcomes.
2. Coordination & Engagement
· Act as the key liaison between HelpAge India and SRLM, coordinating across state, district, and block levels, and driving convergence with relevant departments.
3. Technical Support & Capacity Building
· Develop and deliver guidelines, tools, and trainings; strengthen elderly inclusion, caregiving systems, and integration of ESHGs within NRLM platforms.
4. Monitoring & Reporting
· Track progress, conduct field visits, and lead reporting, evaluations, and documentation of programme outcomes.
5. Community Systems & Convergence
· Strengthen Elders Self Help Groups (ESHGs), community caregiving systems and enable elderly access to entitlements, health, social protection, and livelihoods through stakeholder convergence.

Requirements
DESIRED QUALIFICATIONS, COMPENTENCIES & EXPERIENCE
- Master’s degree in Social Work, Rural
Development, Development Studies, Public Health or related disciplines.
- Minimum 4 – 6 years of relevant experience in
rural livelihoods, SHG promotion, social inclusion, public health or community development programmes.
- Prior experience of working with SRLMs, NRLM
institutional platforms or large-scale government programmes will be preferred.
- Experience in programme coordination, capacity
building and stakeholder engagement.
- Understanding of elderly inclusion, social
protection, community caregiving or FNHW-related programmes will be an added advantage.
- Strong communication, coordination and
documentation skills.
- Willingness to travel extensively within the
state.
- Strong programme coordination and facilitation
skills.
- Ability to work with government systems and
community institutions.
- Good training and mentoring abilities.
- Strong analytical, reporting and documentation
skills.
- Good interpersonal and stakeholder management
