Position Summary

ISI Professional Services is seeking an experienced Project Manager Level II to provide Owner's Representative project management support to the Engineering and Design Division (EAD) for a DoD client. The PM2 will manage projects through the preconstruction lifecycle, beginning with customer requirements and project initiation and continuing through planning, design development, construction solicitation, and contractor selection. The PM2 will coordinate customers, Government stakeholders, technical subject matter experts, and architect-engineer (A/E) contractors to develop complete, coordinated, code-compliant, constructible, and solicitation-ready project packages. Construction-phase management is performed by other project managers; however, the EAD PM2 may provide limited post-award continuity by helping clarify RFIs, submittals, and design intent. The ability to work collaboratively and independently is critical. ISI seeks a clear communicator who takes initiative and embraces project ownership.

Essential Job Functions

  • Responsible for the day-to-day management of multiple projects during requirements development, planning, design, and acquisition, from project initiation through construction solicitation and contractor selection.
  • Leads coordination of customer work requests, site visits, site evaluations, and field surveys with customers and technical subject matter experts to validate requirements, construction feasibility, code compliance, and constructability.
  • Supports the Government's development of project requirements packages and technical requirements for A/E services, including draft scopes of work, cost estimate analyses, proposed schedules, and other supporting documentation.
  • Manages and coordinates awarded study and design contracts and conducts multidisciplinary technical reviews from initial concept through 100% design. Tracks design deliverables and review comments and evaluates the A/E contractor's work for completeness, coordination, code compliance, constructability, and alignment with validated requirements.
  • Schedules, leads, participates in, and documents design-related meetings. Coordinates customer, stakeholder, A/E, regulatory, permitting, and Government review activities to support timely decisions and maintain design progress.
  • Supports risk analysis walkthroughs and value engineering efforts; identifies scope, cost, schedule, technical, and constructability risks; and recommends practical mitigation strategies to the Government.
  • Provides non-discretionary acquisition support by tracking and monitoring actions; preparing draft reports, reviews, analyses, schedules, and recommendations; coordinating meetings; and helping advance complete project documents through construction solicitation and contractor selection.
  • Maintains design-management records, schedules, review logs, submittal tracking, project files, and status data in Excel and Government-designated systems. Uses GIS and CADD products when needed to develop supporting documents and coordinates compilation of as-built information with the enterprise facility information.
  • Prepares written findings, technical reports, project status briefings, performance metrics, and oral updates for Government project managers and leadership. After construction award, may provide design continuity by assisting with clarification of RFIs, submittals, and design intent; responsibility for managing the construction phase remains with other project managers.

Required:

  • BS Degree in engineering, architecture, construction management, science or mathematics with 5+ years of relevant design and construction experience OR 15+ years of relevant design and construction specialized technical experience
  • Must be a US Citizen
  • Must be able to obtain and maintain a DOW Public Trust clearance

Preferred: Pentagon or Washington Headquarters Services design or construction project management experience is highly sought after.

  • Must be willing to work in external environments of rain, high heat and significant cold.
  • Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
  • Must be able to occasionally go into confined spaces and crawl

Work Setting/Environment/Travel Requirements:

  • This job operates in active construction environments and professional office environments.
  • The position requires an eight (8)-hour workday performed between 0700 (7AM) and 1700 (5PM), Monday through Friday. employees are expected to arrive between 0700 (7AM) and 0800 (8AM). Employees cannot depart till after 1600 (4PM); limited flexibility in daily start and end times is available based on project demands
