Full description

The Operations Policy and Plans Office (OPPO) serves as the National Cyber Resilience (NCR) Cluster's central planning and coordination office, responsible for shaping how Singapore prepares for, coordinates and responds to cyber threats. OPPO works across CSA, government agencies and industry stakeholders to drive national-level cyber operations, develop new operational concepts and policies, and strengthen Singapore's cyber defence capabilities.

As part of OPPO, the Operations Policy and Plans Officer will help shape the future of Singapore's cyber defence by developing operational policies, plans and frameworks, coordinating cybersecurity operations, and driving initiatives that strengthen the nation's resilience against evolving cyber threats.

The role sits at the intersection of technology, operations and policy, requiring the officer to tackle complex cybersecurity challenges through a combination of strategic thinking, operational planning and stakeholder engagement. The officer will work closely with cross-functional teams across CSA and government to develop and implement new approaches to cyber defence, influence national-level capabilities and preparedness, and contribute to the transformation of how cyber operations are conducted.

Responsibilities:

  • Operations Policy and Planning. Develop cyber operations policies, concepts of operations, standards and plans to strengthen Singapore's cyber resilience. Assess emerging cyber threats and identify improvements to Singapore's cyber defence capabilities and preparedness.
  • Operations Coordination and Implementation. Coordinate national-level cyber operations across CSA, government agencies and key stakeholders. Develop and implement operational plans, support major cyber operations, campaigns and incidents, align resources against operational priorities, and provide timely assessments and reporting to support decision-making by senior leadership.
  • Stakeholder Coordination. Coordinate stakeholders across CSA, government agencies and industry partners to support national cyber operations and resilience efforts. Support key operational forums and working groups, monitor the implementation of decisions, and drive collaboration across stakeholders to achieve operational objectives.
  • Cyber Defence Transformation. Strengthen Singapore's cyber defence capabilities and drive improvements in how cyber operations are conducted. Develop and implement policy initiatives and new technologies to strengthen the national cyber ecosystem, including the adoption of AI-enabled tools, automation and other innovative approaches to cyber defence.
  • Team Leadership (for senior officers). Provide guidance and mentorship to junior officers. Maintain awareness of significant cybersecurity developments and ensure appropriate planning and coordination measures are put in place when required.
  • Relevant degree in cybersecurity, computer science, engineering, public policy, economics or equivalent.
  • Interest in working across technology, operations and policy to address complex cybersecurity challenges.
  • Excellent analytical, problem-solving, oral and written communication skills, including the ability to distil complex technical and operational issues into clear reports, assessments, strategy papers and briefing materials for decision-makers.
  • Strong stakeholder management skills, including the ability to collaborate effectively with diverse teams and internal/external stakeholders.
  • Professional cybersecurity certifications are preferred but not mandatory.
