This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Management Business Analyst based in United States.
This senior-level role will serve as a critical functional bridge between federal accounting teams and the technology professionals responsible for maintaining and enhancing a large-scale financial management system. You will lead requirements, functional analysis, testing, and complex production support across Oracle E-Business Suite Federal Financials. Your work will help ensure accounting operations remain accurate, timely, compliant, and audit-ready. The role offers the opportunity to influence major system changes while resolving some of the most challenging financial management issues in production. You will work across business, technical, database, and security teams to translate operational needs into effective system solutions. Success in this position requires strong federal financial management knowledge, analytical judgment, and the ability to operate independently in a highly regulated environment.

Accountabilities:
- Lead functional business analysis across the full SDLC, including requirements elicitation, analysis, design, testing, deployment, and post-production support for a federal ERP environment.
- Serve as a senior functional point of contact between accounting stakeholders and technical teams, translating business needs into clear and actionable system requirements.
- Develop and maintain business and functional requirements, functional design documents, use cases, process flows, and requirements traceability artifacts.
- Plan and execute comprehensive testing activities, including unit, system, integration, regression, and User Acceptance Testing, while developing test scenarios, scripts, and traceability matrices.
- Investigate and resolve complex production issues through transaction analysis, posting-logic research, root-cause analysis, and coordination with technical, DBA, and security teams.
- Provide Tier 2 and Tier 3 functional support and drive reported defects and production problems through resolution.
- Prepare senior-level analytical deliverables, including analysis papers, alternatives analyses, decision papers, and other materials for government stakeholders.
- Perform quality assurance and peer review of functional requirements, designs, test artifacts, and other work products.
- Support structured change management and participate in Change Control Board processes.
- Maintain assigned work through industry-standard issue and backlog management tools.
- Provide guidance, review, mentoring, and direction to less experienced functional analysts when needed.
- Help ensure the financial management system remains functionally accurate and audit-ready, supporting timely financial close and compliance with federal financial management requirements.
Requirements:
- Minimum 9 years of professional experience as a Business Analyst, Functional Analyst, or ERP Business Systems Analyst supporting enterprise financial management systems, with federal financial systems experience strongly preferred.
- At least 5 years of hands-on functional experience with Oracle E-Business Suite Federal Financials in areas such as General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets, Subledger Accounting, Budget Execution, Purchase Cards, or Oracle Projects.
- Strong experience analyzing and documenting business and functional requirements within federal ERP environments and across both traditional and Agile SDLC methodologies.
- Demonstrated ability to create functional design documents, use cases, process flows, requirements traceability matrices, and other detailed analytical artifacts.
- Proven experience planning and executing testing activities, including unit, system, integration, regression, and User Acceptance Testing, as well as documenting results and driving defects to closure.
- Strong production support and troubleshooting capabilities, including issue triage, root-cause analysis, transaction research, posting-logic investigation, and cross-functional resolution.
- Working knowledge of federal financial management compliance requirements, including U.S. Standard General Ledger, Treasury Financial Manual, FASAB standards, OMB circulars, GAO guidance, budget execution, funds control, and the Anti-Deficiency Act.
- Experience with federal Core Financial Systems and Oracle Federal Financials within a CFO Act agency is highly desirable.
- Experience with end-to-end federal financial processes such as Procure-to-Pay, Bill-to-Collect, Acquire-to-Dispose, Request-to-Procure, Budget Execution, Purchase Cards, Grants Management, Unemployment Trust Fund, Travel Management, General Ledger Integrity, and Working Capital Fund cost allocation using Oracle Projects is preferred.
- Familiarity with Treasury G-Invoicing, including 7600A Interagency Agreements and 7600B Orders, as well as GTAS, DATA Act reporting, and the Treasury Report on Receivables is advantageous.
- Experience working with federal financial applications and interfaces such as invoice imaging and workflow, Oracle Analytics Server, Invoice Processing Platform, SAM vendor data, travel systems, grants management platforms, payroll interfaces, requisition and award interfaces, and purchase card systems is a plus.
- Experience supporting federal financial statement audits, including transaction research, audit responses, supporting documentation, and corrective action plans.
- Ability to create knowledge-base articles, standard operating procedures, quick reference guides, and user job aids.
- Experience serving as a task lead or supervising junior functional analysts within a federal ERP operations and maintenance engagement is desirable.
- Strong communication, analytical, organizational, and problem-solving skills, with the ability to work independently and provide direction with limited supervision.
- Ability to collaborate effectively with business stakeholders, technical teams, database administrators, security professionals, and government reviewers.
