Responsibilities

Level Description

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

Job Description

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Strong experience as a Business/Data Analyst performing requirements elicitation, business process analysis, data profiling, source-to-target mapping, data validation, and complex SQL analysis in large enterprise or government environments. Proven ability to document BRDs, functional requirements, business rules, KPIs, data dictionaries, and data lineage while collaborating with business stakeholders, data engineers, architects, and reporting teams throughout the SDLC. Experience supporting data governance, gap analysis, UAT, and enterprise reporting/analytics initiatives with strong communication and facilitation skills

Experience as a Business Analyst/Business Data Analyst gathering, analyzing, and documenting business requirements in an enterprise IT environment, including state government or large enterprise settings following formal SDLC processes

Experience analyzing and documenting business processes, including current-state (as-is) and future-state (to-be) process flows and data flow diagrams

Experience performing data analysis and documentation, including profiling, validation, and documentation of data elements, definitions, and business rules

Extensive hands-on experience writing and interpreting SQL (complex queries, joins, aggregations) to perform data analysis, validation, and ad hoc investigation directly against relational databases

Demonstrated experience extensively engaging with business stakeholders to elicit, clarify, and validate requirements through workshops, interviews, and facilitated sessions
