Technical Proposal Writer

About the Role

BizFirst is assisting our client with recruiting a Technical Proposal Writer with government contracting experience. This federal proposal writing and response role supports pursuits across SEWP, ITES-4H, and other major contract vehicles, combining proposal writing, requirements interpretation, and response development in a value-added reseller (VAR) and integrator environment.

Our client is looking for a writer who can work with engineering subject matter experts, account executives, OEM and partner teams, contracting, and the Services PMO to produce clear, compliant, and compelling proposal and quote responses. The role requires federal procurement literacy, including FAR/DFARS and CLIN-based acquisitions, and the ability to turn technical inputs into high-scoring proposal content. This high-visibility position supports strategic federal customers and contract vehicles, with opportunities to shape win themes, strengthen compliance, and improve submission quality.

Our client is a customer-centric, specialized integrator with an engineering-first culture focused on IT modernization, performance engineering, and cybersecurity. Its teams work as trusted advisors to customers in a collaborative, fast-paced environment that supports innovation, continuous improvement, professional growth, and work-life balance.

What You Will Do

Solicitation Analysis and Compliance

Review federal RFPs and RFQs to extract requirements, timelines, submission instructions, and compliance obligations.

Build and maintain compliance matrices to ensure every requirement is addressed.

Interpret solicitation formats, including SF1449, statements of work (SOWs), bills of materials (BOMs), and technical attachments.

Identify risks, ambiguities, and compliance considerations and escalate them when necessary.

Proposal and Narrative Development

Draft management, technical, staffing, transition, and past performance proposal volumes as required.

Interview engineering subject matter experts and service delivery personnel, then transform their technical inputs into polished, high-scoring proposal narratives.

Align proposal content with our client's win themes, customer priorities, and expected outcomes.

Support content storyboarding, outlining, and volume structuring using industry best practices.

Edit, integrate, and refine inputs from multiple contributors into cohesive, clear proposal documents.

Quote and Response Preparation

Prepare accurate, compliant, and complete quotes under ITES-4H, SEWP, GSA MAS, and other client contract vehicles, or as required by the prime contractor.

Develop contract-compliant artifacts, technical standards, compliance statements, and supporting documentation.

Research CLIN mappings, product substitutions, cross-references, and pricing structures for hardware and software solutions.

Coordinate with OEMs, distributors, and channel partners on solution validation, pricing, availability, and documentation.

Cross Functional Collaboration

Engage engineering teams, account executives, and service delivery leads to develop and validate proposed solutions.

Work with Sales Operations, Engineering COE, Services PMO, and OEM and partner staff to synchronize proposal and quote development.

Support capture and proposal managers with content preparation, review cycles, and compliance checks.

Systems Workflow and Documentation Quality

Maintain accurate response and pricing data in opportunity tracking systems.

Ensure version control and correct contract identifiers across all response artifacts.

Support catalog and CLIN updates in coordination with the Contracts team.

Performance Tracking and Continuous Improvement

Support KPI reporting on accuracy, win/loss trends, cycle times, and compliance.

Participate in lessons-learned reviews and recommend improvements to proposal processes, templates, and tools.

Contribute to SOP updates and improvements to proposal lifecycle and response workflows.

Required Qualifications

At least two years of federal proposal writing, federal RFQ/RFP response development, or contract-vehicle-based quoting experience in an integrator or VAR environment. Government contracting experience is required.

Working knowledge of federal procurement, including FAR and DFARS, and an understanding of CLIN-based contracts.

Strong writing skills and the ability to translate technical subject matter into clear, concise, high-scoring proposal narratives.

Ability to interpret solicitation instructions and technical requirements across IDIQ, GWAC, and BPA environments.

Experience collaborating with engineering subject matter experts, project managers, and sales or account executives in a deadline-driven environment.

Required Qualifications Continued

Proficiency with Excel and comfort using or learning complex systems such as NetSuite, Contraqer, Govly, and similar platforms.

Excellent attention to detail, documentation control, and version management.

Strong time-management skills and the ability to support multiple proposals simultaneously.

Experience with Shipley-style proposal development, compliance matrices, or structured storyboarding.
