Position Overview
The State agency is seeking an experienced Data Analyst / Data Systems Specialist to support data management, statistical analysis, reporting, database operations, and business intelligence initiatives. The ideal candidate will have strong experience with SQL, Tableau, FOCUS, Excel, Visio, OnBase, and other data management tools, along with the ability to analyze complex datasets and communicate findings to technical and non-technical stakeholders.

Key Responsibilities
- Analyze large and complex datasets to identify trends, patterns, inconsistencies, and potential issues.
- Develop and maintain data systems, databases, queries, reports, graphs, and longitudinal flowcharts.
- Perform workflow, statistical, qualitative, and quantitative analysis.
- Gather, interpret, and maintain data for analytical, policy, and business operations.
- Develop functional and technical specifications for data analysis initiatives.
- Establish data acquisition, quality, completeness, and consistency standards.
- Create statistical reports and interpret findings for stakeholders.
- Perform calculations including summations, means, proportions, rates, and other statistical measures.
- Provide technical assistance and ongoing support to business partners and database end users.
- Analyze data using SQL, Tableau, SAS, R, Excel, and other analytical tools.
- Support data systems including FOCUS and OnBase.
- Maintain confidentiality and comply with applicable data security, privacy, and management requirements.
- Establish and maintain effective relationships with internal and external stakeholders.
- Communicate complex analytical information clearly to non-technical audiences.
- Identify efficiency issues and recommend data-driven solutions and conclusions.
