This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Lead Technical Product Manager (CDC) based in the United States.

The Lead Technical Product Manager will lead the modernization and adoption of a critical public health technology platform serving jurisdictions across the United States. You will own the product and service strategy for migrating at least three public health jurisdictions each year from a legacy system to a modernized cloud-based platform. This role combines technical product management, stakeholder leadership, change management, and cross-functional delivery in a mission-driven environment. You will work closely with public health stakeholders to understand migration needs, establish readiness, prioritize initiatives, and build trusted relationships throughout the transition. The position requires fluency across product, engineering, infrastructure, design, and DevSecOps to guide teams through complex modernization efforts. You will coordinate multiple delivery teams while using feedback and migration insights to continuously improve the platform roadmap and adoption experience. Accountabilities

  • Own the integrated service and product roadmap for migrating at least three state, tribal, local, and territorial public health jurisdictions per year onto the modernized platform.
  • Identify migration opportunities, assess jurisdiction readiness and constraints, sequence initiatives, and define clear plans and milestones for successful adoption.
  • Lead multiple cross-functional delivery teams spanning DevOps, content design, full-stack engineering, and related disciplines to build migration tooling, materials, documentation, and infrastructure.
  • Build strong relationships with public health stakeholders, understanding their operational needs, concerns, migration challenges, and priorities while maintaining alignment throughout the transition.
  • Partner with agency stakeholders who work directly with jurisdictions to coordinate migration priorities, timelines, expectations, and delivery activities.
  • Facilitate team ceremonies, stakeholder meetings, planning sessions, and cross-functional discussions to maintain alignment and momentum.
  • Use data, user research, feedback, and lessons from migrating jurisdictions to continuously refine the migration strategy and broader product roadmap.
  • Set direction for delivery teams in partnership with agency stakeholders, establishing clear objectives, priorities, measures of success, and accountability.
  • Guide teams through the complexity and ambiguity associated with government technology, legacy modernization, change management, and public-sector delivery.
  • Balance migration priorities with the continued operation of the legacy system and parallel development of the modernized platform.
  • Apply human-centered design principles to ensure product and migration decisions reflect the needs and experiences of public health users.
  • Continuously identify opportunities to improve adoption, usability, scalability, security, and effectiveness of the modernized platform.

Requirements

  • Experience working within the public health domain, with sufficient understanding of case surveillance, investigation workflows, and the operational needs of public health systems.
  • Demonstrated experience managing and delivering digital services or technology products within public health or a closely related environment.
  • Proven people management experience, including mentoring, coaching, supporting career development, and creating healthy, high-performing team environments.
  • Experience leading legacy modernization, technology migration, or system transformation initiatives, including the organizational change management required to transition users from established systems.
  • Strong understanding of human-centered design and the ability to incorporate user research and feedback into product strategy and prioritization.
  • Familiarity with DevSecOps practices and the ability to collaborate effectively with infrastructure and engineering teams supporting on-premises and cloud environments.
  • Strong stakeholder and client management skills, with the ability to build trust, create alignment, navigate competing priorities, and maintain productive relationships.
  • Experience working with cross-functional teams across product, design, engineering, operations, and related disciplines in iterative delivery environments.
  • Strong understanding of software development methodologies such as Agile and Lean, with the ability to adapt and apply them appropriately to different delivery contexts.
  • Demonstrated ability to coordinate multiple delivery teams working toward a shared outcome.
  • Strong communication, facilitation, strategic thinking, and problem-solving skills, particularly in complex and ambiguous environments.
  • Experience delivering technology within government, regulated industries, healthcare, or other public-benefit settings is highly valuable.
  • Hands-on experience with an integrated disease surveillance system, either as a user or delivery professional, is a strong advantage.
  • Experience with complex deployment infrastructure or on-premises-to-cloud migrations is a plus.
  • Previous experience working for a state, tribal, local, or territorial health department is advantageous.
  • Proven ability to remain aligned, accountable, and effective while working as part of distributed or remote teams.
  • Ability to work within a values-driven environment focused on using technology to create meaningful public benefit.
  • Must be legally authorized to work in the United States now and in the future without employment sponsorship.
  • All work must be performed within the United States, excluding U.S. territories.
  • Ability to successfully complete required background checks and, where applicable, obtain a public trust or security clearance.
  • Depending on contract requirements, a degree or additional years of relevant experience may be required.

  • Base salary ranges from $90,000–$230,000 USD depending on seniority, experience, and the applicable Technical Product Manager level.
