Overview: The Virginia Department of Medical Assistance Services (DMAS) is seeking an experienced Business Analyst / Change Management Analyst to support the FAS Design, Development, and Implementation (DDI) project and other ongoing DDI initiatives. This role will support the processing, tracking, quality control, version management, and coordination of project deliverables and MES O&M requests.

This is a full-time, 100% remote position from Day 1. The selected candidate must be available Monday through Friday, 8:30 AM–5:00 PM EST, and must be willing to pick up required equipment in person.

Job Description: The Business Analyst 4 will support the Change Management Office by processing and tracking FAS DDI project deliverables, MES O&M requests, and deliverables from vendors supporting the Medicaid Enterprise System (MES).

This position will work with project teams, management, SMEs, PMO teams, Information Management teams, and MES vendors to ensure project requests and deliverables are properly received, reviewed, logged, stored, version-controlled, and routed for appropriate action.

This is a business analysis and change management position and is not an administrative role. The role requires strong knowledge of IT terminology and project documentation, including design documents, test plans, work plans, and other SDLC-related deliverables.

Responsibilities:

  • Support Design, Development, and Implementation (DDI) projects within the Change Management Office.
  • Support processing of MES O&M requests and deliverables.
  • Process new project requests and deliverables in a timely and organized manner.
  • Receive, review, log, track, and route project deliverables to appropriate SMEs and Project Managers for next steps.
  • Track deliverables associated with FAS DDI and other MES vendor projects.
  • Coordinate the processing and approval/rejection of deliverables from FAS vendors and other MES vendors impacted by FAS DDI.
  • Monitor the quality of deliverable transfer, storage, processing, and version control.
  • Work directly with vendors supporting the Medicaid Enterprise System.
  • Maintain databases, tracking logs, and project deliverable files.
  • Ensure project and program documentation is properly filed, maintained, and version-controlled.
  • Generate and/or post recurring and ad-hoc status reports.
  • Provide project-related data and responses to management and staff inquiries.
  • Collaborate with Project Team members, management, SMEs, and vendors on cross-functional project requests and deliverables.
  • Coordinate with the Project Management Office on change management workstreams and related activities.
  • Work closely with program and project management to support smooth transitions and release awareness before deployment.
  • Complete assigned change management requirements and tasks.
  • Apply a structured change management methodology and lead change management activities.
  • Develop and maintain strong relationships with project stakeholders.
  • Serve as a key IT point of contact for the Change Management team.
  • Support project reporting, tracking, and coordination activities.
  • Participate in all stages of the Systems Development Life Cycle (SDLC).

Minimum Qualifications:

  • Minimum 5 years of experience with Change and Release Management methodologies, including version control.
  • Minimum 5 years of experience with the Systems Development Life Cycle (SDLC).
  • Minimum 5 years of experience with data entry and work order processing.
  • Minimum 5 years of experience with tracking and reporting, process control, and workflow management.
  • Minimum 5 years of experience providing professional oral and written communication and customer service to internal and external customers.
  • Strong analytical and interpersonal skills.
  • Ability to collaborate effectively with project teams, management, SMEs, PMO teams, and vendors.
  • Ability to manage multiple deliverables and requests while meeting deadlines.
  • Must physically reside within the United States for the duration of the assignment due to Commonwealth of Virginia security policies prohibiting offshore IT contractors.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
  • Must be available to work Monday through Friday, 8:30 AM–5:00 PM EST.
  • Must be willing to pick up required equipment in person.
  • Must be available for a webcam interview.
  • Required Change Management experience must be clearly reflected and highlighted on the resume.

Preferred Qualifications:

  • Minimum 5 years of considerable work-related experience in an IT environment.
  • Experience in healthcare, particularly healthcare Change Management or Release Management.
  • Experience working with Medicaid Enterprise Systems (MES).
  • Experience supporting Design, Development, and Implementation (DDI) projects.
  • Experience working with healthcare or government IT projects.
  • Experience working with vendors, SMEs, PMO teams, and cross-functional project teams.
  • Experience with project documentation, version control, deliverable management, and workflow tracking.

Compensation: This is a 1099 Contract role.

Pay Rate: $43 – $63 per hour

No benefits are provided with this contract position.

Schedule:

  • September 28, 2026 through June 30, 2027.
  • Approximately 9-month assignment.
  • Full-time, Monday through Friday.
  • 8:30 AM–5:00 PM EST.
  • 100% remote from Day 1.
